As a community hospital, Washington Hospital Healthcare System (WHHS) serves a diverse population. The Hospital's Diversity, Respect, Equity, and Inclusion (DREI) work will guide supply chain efforts to enhance procurement business practices that diversify our supplier portfolio. |
WHHS encourages the use of local small businesses for the procurement of goods and services. Prime suppliers are encouraged to partner with diverse businesses in their supply chain pipeline. WHHS has plans to utilize the Minority Business Consortium (MBC), which helps corporations, academic institutions, and public agencies benefit from the rich diversity and talent available in underrepresented communities, to seek out minority, women, LGBT and disabled veteran business enterprises. |
HHS currently has a policy that encourages the use of local small businesses for the procurement of goods and services. WHHS employees are encouraged to consider local certified small businesses, which generally have a high percentage of diverse suppliers and providers. WHHS will continue to make decisions based on safety, quality, clinical acceptance and cost, while executing its DREI strategy. DREI values are in development, which will be supported by institutional policies and procedures to facilitate doing business with more minority, women, LGBT and disabled veteran businesses enterprises. |
Currently, WHHS does not conduct outreach and communication to minority, women, LGBT and disabled veteran business enterprises.
WHHS has plans to reach out to resources, such as the Minority Business Consortium (MBC) to promote new business opportunities with minority, women, LGBT and disabled veteran business enterprises. Watsonville Community Hospital maintains procurement guidelines for the use of diverse suppliers to be used by all employees responsible for purchasing. It is our policy to use a qualified diverse supplier whenever one is both available and able to meet the business terms and conditions at a competitive price. Watsonville Community Hospital is not obligated to use a diverse supplier when they are not able to meet the business requirements including pricing. |
Minority owned suppliers are encouraged to register with HealthTrust Purchasing Group (HPG), our Group Purchasing Organization. HPG provides a listing of "Diversity" supplier contracts (currently 158 agreements) on the member accessible online contracts portal. |
1. Employees with contracting or procurement responsibilities are required to:
a. Conduct a thorough search using available tools to search for diverse suppliers for every applicable purchasing and contracting opportunity. Suppliers must be certified as a minority owned business.
b. Integrate diverse suppliers in all phases of the contracting/purchasing process and enhance diverse supplier where opportunities exist.
c. Continue to utilize and develop diverse suppliers who perform well. |
The Watsonville Community Hospital team holds weekly review/update meetings with HPG. |
2. Employees within the supply chain and sourcing arenas are encouraged to refer minority owned businesses to register with the HealthTrust Purchasing Group GPO in order to obtain preferred vendor status. |

West Hills Supply Chain colleagues shall always strive to include at least one diverse supplier on each bid
If Contracting staff or Buyers do not know of a qualified diverse supplier for POs/transactions over $2,500 and categories with spend over $10,000, staff shall consult DEI and HealthTrust for resources and assistance
Current and new colleagues in purchasing/procurement functions shall participate in supplier diversity orientation
Colleagues in purchasing/procurement functions will be available to assist and partner with DEI at supplier diversity at trade shows, conferences and at any other supplier outreach related activities |

CommonSpirit identifies diverse vendors through:
- Active Contract List identifying vendors contracted through our GPO, provided monthly.
- Diverse Vendor database available through a third party supplier diversity vendor.
- Vendor diversity self-identification by vendor during RFP and contracting process.
- Direct vendor input through CommonSpirit Diverse Vendor Intake Form.
- Additional vendor opportunity documentation provided by partners (i.e., distributors).
CommonSpirit Health is in the midst of implementing its Health Equity Blueprint for action and has developed a series of questions in which they ask and address with each vendor to establish vendor accountability towards Health Equity. The business questions are designed to create transparency and awareness by understanding how we are performing against the guidelines and expectations set within our policies. In addition, the process is designed to share expectations and accountability around supplier diversity and its impact on promoting diversity in suppliers and health equity. |
CommonSpirit Health's Chief Diversity, Equity, Inclusion & Community Impact Officer regularly communicates with supply chain staff, raising awareness with regard to diversity spend, and an assigned resource has membership on several supplier diversity task forces. Language is included in direct vendor agreements, GPO contract supplemental addendums and within the vendor RFP process, allowing vendors to report diversity codes and submit certification documentation to our sourcing team and Chief Diversity, Equity, Inclusion & Community Impact Office.
Our supply chain has developed a diversity strategy in which diverse vendors are validated through a third party supplier diversity partner using vendor information from our Enterprise Resource Planning system, allowing us to identify actionable areas of spend and implement policies, goals and practices to increase our diverse procurement. |
Through our GPO processes vendors are notified of opportunities within various categories of spend considered actionable for diverse vendors. We have plans to define in CY22, categories of actionable spend in supply chain and purchased services, which will support greater outreach to those interested in our business opportunities. |
Rosalyn Carpenter, CommonSpirit Senior Vice President, Diversity and Inclusion, serves on several advisory boards and committees, including the Catholic Health Association's Special Committee to the Board on Diversity and Health Equity, and the Press Ganey Diversity, Equity and Inclusion Client Advisory Council. Additionally, CommonSpirit Health is a member of the Premier, Inc. member-led cohort that developed the recently announced Supplier Diversity Pledge, in which we seek to close supplier diversity gaps within our supply chain and encourage other member organizations to do the same. |
