Henry Mayo Newhall Hospital (HMNH) strongly supports Diversity Vendors. Our Diversity Policy is published on our company website and our procurement efforts managed by our Supply Chain department openly includes all vendors. HMNH is a member of the Vizient Group Purchasing Organization which has a formal diversity program that identifies diverse vendors and promotes their access supply chain contracts by product category. All Vizient members are encouraged to develop business with diverse vendors. Further, HMNH is a member of the West Coast Purchasing Coalition (WCPC) where diverse and small business vendors are discussed and promoted within the WCPC membership |
The support for diversity vendors begins with our Executive Leadership Team and is spearheaded by the Supply Chain Director who fully supports our diversity efforts and uses these principle in daily vendor selection decisions. Supply Chain also presents the diversity program to all Department Managers to educate all management members involved in vendor development with our diversity policy. |
All active vendors of HMNH have been notified of our diversity policy and asked to submit certification documents from a state or private certification agency.

Highland Hospital (HGH), as represented by the Alameda Health System (AHS) Health Equity, Diversity, and Inclusion (HEDI) committee, is evaluating development of a program to identify opportunities for diverse vendors to participate in procurement activities, and where qualified diverse vendors are available to serve a HGH/AHS need, to facilitate establishing business relationships with such vendors. It is anticipated that such a program would identify qualified diverse vendors when procurement needs arise and give appropriate weight to vendor diversity status when evaluating vendor proposals. |
HGH, as an AHS affiliate, currently includes vendor diversity status as one of a number of weighted factors considered when evaluating competitive solicitations (i.e. RFP, RFQ, RFI, etc.). Diversity status can account for up to 10% of the total points available during evaluation of competitive solicitations.
As a member of HEDI, HGH is evaluating development of a program to identify opportunities for diverse vendors to participate in procurement activities. Should HGH proceed with development and implementation of a formal vendor diversity procurement and engagement program as a HEDI participant, elements that may be considered include the requirement that all procurement activities identify at least 1 diverse vendor capable of meeting AHS procurement needs and that all factors being equal the diverse vendor shall be selected. Such a program would likely include provision of support for procurement staff in identifying qualified diverse vendors capable of meeting HGH procurement needs, as well as creation of a vendor registry in which vendors submit their names and interest in being considered for future procurement opportunities. |
Presently, procurement staff may review and consider vendor diversity status as part of their overall process for evaluating vendors for inclusion in the HGH supply chain. Should AHS proceed with development and implementation of a formal vendor diversity procurement and engagement program, one aspect of such an initiative may include elaboration of detailed requirements governing procurement staff inclusion of vendor diversity status in procurement decisions, as well as provision of necessary resources to enable such an effort. |
HGH, as a HEDI participant, may elect to engage in community outreach in an effort to identify and develop diverse vendors for potential business opportunities on an ad hoc basis, however this is not currently part of a formal program requiring or coordinating such outreach. Should AHS proceed with development and implementation of a vendor diversity procurement and engagement program, a formal diverse vendor outreach process would likely be considered for inclusion. |
As part of ongoing strategic planning efforts, HGH may develop supportive relationships with organizations possessing the skill and experience to assist HGH in the economic and social advancement of diverse vendors, including minority, women, LGBT, and disabled veterans business enterprises. Such efforts would help further the community-based development focus of the AHS strategic plan which includes HGH as an affiliated facility. |

Below is the newly created, Supplier Diversity Policy Statement that will help drive our Supplier Diversity Programs framework:
Huntington Healths (HH) commitment to diversity, equity, and inclusion extends beyond our walls and into the communities where we live and work, and we are committed to working with small and diverse owned businesses. We make every effort to be inclusive of all businesses regardless of race, ethnicity, gender, sexual orientation, physical or mental disability, military/veteran, and those that are economically disadvantaged. We believe the sum of this diversity enables us to successfully achieve our mission of connection and community outreach.
Further-more, we recognize the competitive advantage that supplier diversity brings to our supply base and the strengthening it provides to the communities and economy in which we operate. Our program ultimately aims to enable the growth and success of diverse owned businesses and is committed to respect and integrity for all.
Our Supplier Diversity Program strives to:
? Foster an inclusive procurement process by providing all HH personnel, who are involved in the acquisition and use of goods and services, adequate tools and training to enhance their understanding of and ability to meet our supplier diversity goals and objectives
? Work to ensure that certified businesses are provided the maximum opportunity to compete for business opportunities as a supplier or contractor for goods and services provided throughout the hospital
? Encourage second tier spend reporting by our prime suppliers and seek a pledge to reinforce second tier supplier diversity reporting
? Establish reasonable and attainable goals consistent with our policies and practices to measure and report our success
? Empower diverse owned businesses with the provision of information and guidance, via various communication and outreach engagements, regarding the process of how to participate in our Supplier Diversity Program
Our program will assist diverse owned businesses through the following focus areas:
? Development of Diverse Owned Businesses: Offer channels to technical assistance and capacity building workshops to prepare diverse owned businesses to do business with HH
? Outreach to Diverse Owned Businesses: Actively seek diverse suppliers through involvement with external community business organizations and participate in industry trade shows and events.
? Inclusion of Diverse Owned Businesses: Facilitate internal programs, and introductions to key stakeholders, to promote awareness and inclusion of diverse owned businesses in sourcing and procurement opportunities.
HH also complies with Assembly Bill 962 per the requirements set forth by the Office of Statewide Health Planning and Development. All Supplier Diversity related efforts will be documented per the reporting requirements included in Assembly Bill 962. |
As mentioned above, HH Supplier Diversity Program will focus on three key areas to maximize our efforts of encouraging and seeking out minority, women, LGBT, and disabled veteran business enterprises to become potential suppliers. The three areas are Supplier Inclusion, Supplier Development, and Supplier Outreach.
Supplier Inclusion will include the facilitation and utilization of diverse owned businesses through the establishment of internal supplier diversity spend goals, spend analytics and strategic procurement practices, at both the prime and subcontractor level.
Supplier Development will include offering and sponsoring of various capacity building and technical assistance workshops to help to support the growth and development of diverse owned businesses. These engagements will also allow for the opportunity for HH to share information regarding our upcoming procurement opportunities so that suppliers could prepare accordingly.
Finally, our Supplier Outreach focus will be comprised of building strategic and productive partnerships with key external business-based organizations and advocacy partners to expand our supplier reach, help source qualified diverse owned businesses and ultimately achieve our program mission. |
Additional plans for the near future include the requirement that all employees, involved with procurement responsibilities, complete an online training course to help drive the awareness of our new Supplier Diversity Program, initiatives, efforts, and expectations of them.
To also help ensure adherence to HH Supplier Diversity Program, longer term plans include the modification/creation of current procurement policies and procedures to incorporate Supplier Diversity Program specific procurement practices. |
Supplier Outreach is one of the key focus areas of our Supplier Diversity Program. We plan to utilize our strategic partnerships with external business-based organizations and advocacy partners to participate in various exhibitor fairs, town halls, business symposiums, webinars, panel discussions, and workshops in our efforts of connecting to the diverse owned business community. |
