In order to ensure DSH meets the mandates of EOS-02-06 and Military and Veterans Code section 999.2 et seq. to support California's SB/DVBE business owners, it is DSH policy to first seek SB/DVBE participation in all solicitations unless there is a strong, documented business reason for not doing so. Resource, Engineering and Hospitality (REH) manages the supplier relationship life cycle from on-boarding, contracting, procurement and payment. Diverse suppliers are identified during on-boarding and provided opportunities to meet with matched business owners or mentors to answer questions and provide support where needed.
As procurement opportunities arise, REH will search for qualified existing diverse suppliers and potential new suppliers through a third-party diverse supplier search engine to provide inclusive and practical contract opportunities. |

Support for diversity vendors begins with our Executive Leadership Team and is coordinated by the Supply Chain/Materials Management Director who fully supports our diversity efforts and uses these principles in daily vendor selection decisions.
Supply Chain also presents the diversity program to all Department Managers to educate all members involved in vendor development with our diversity policy. |
Through our GPO processes vendors are notified of opportunities within various categories of spend considered actionable for diverse vendors.

We have a small business (SB)/ disabled veteran business enterprise (DVBE) Liaison here at the facility and our facility is also listed in the California office of the small business advocate website as a participant. Being that the facility is located in a small rural town our buyers are continually keeping in touch with local businesses and informing them of the SB/DVBE program and its incentives. |
We follow up with our buyers to make sure they have reached out to any and all potential SB/DVBE business for bids and quotes if we do not see these types of business bid or send in quotes. We also do procurement training in which we explain the importance of using SB/DVBE business before using a non-SB/DVBE vendor for purchases. Our SB/DVBE advocate also sends out SB/DVBE line cards to all buyers. |
