Alameda Hospital (AH), as represented by the Alameda Health System (AHS) Health Equity, Diversity, and Inclusion (HEDI) committee, is evaluating development of a program to identify opportunities for diverse vendors to participate in procurement activities, and where qualified diverse vendors are available to serve a AH/AHS need, to facilitate establishing business relationships with such vendors. It is anticipated that such a program would identify qualified diverse vendors when procurement needs arise and give appropriate weight to vendor diversity status when evaluating vendor proposals. |
AH, as an AHS affiliate, currently includes vendor diversity status as one of a number of weighted factors considered when evaluating competitive solicitations (i.e. RFP, RFQ, RFI, etc.). Diversity status can account for up to 10% of the total points available during evaluation of competitive solicitations.
As a member of HEDI, AH is evaluating development of a program to identify opportunities for diverse vendors to participate in procurement activities. Should AH proceed with development and implementation of a formal vendor diversity procurement and engagement program as a HEDI participant, elements that may be considered include the requirement that all procurement activities identify at least 1 diverse vendor capable of meeting AHS procurement needs and that all factors being equal the diverse vendor shall be selected. Such a program would likely include provision of support for procurement staff in identifying qualified diverse vendors capable of meeting AH procurement needs, as well as creation of a vendor registry in which vendors submit their names and interest in being considered for future procurement opportunities. |
Presently, procurement staff may review and consider vendor diversity status as part of their overall process for evaluating vendors for inclusion in the AH supply chain. Should AHS proceed with development and implementation of a formal vendor diversity procurement and engagement program, one aspect of such an initiative may include elaboration of detailed requirements governing procurement staff inclusion of vendor diversity status in procurement decisions, as well as provision of necessary resources to enable such an effort. |
AH, as a HEDI participant, may elect to engage in community outreach in an effort to identify and develop diverse vendors for potential business opportunities on an ad hoc basis, however this is not currently part of a formal program requiring or coordinating such outreach. Should AHS proceed with development and implementation of a vendor diversity procurement and engagement program, a formal diverse vendor outreach process would likely be considered for inclusion. |
As part of ongoing strategic planning efforts, AH may develop supportive relationships with organizations possessing the skill and experience to assist AH in the economic and social advancement of diverse vendors, including minority, women, LGBT, and disabled veterans business enterprises. Such efforts would help further the community-based development focus of the AHS strategic plan which includes HGH as an affiliated facility. |

As an affiliate of AHS, AH accounts for the vast preponderance of its facility-level expenditures as an aggregate of AHS system-level expenditures. AHS financial reporting systems are not currently configured to provide the facility-level expenditure data necessary to supply the vendor diversity spend information requested with the exceptions of capital expenditures which can be attributed at the facility-level and expenditures made through our group purchasing organization (GPO) partner, Vizient. Below is the newly created, Supplier Diversity Policy Statement that will help drive our Supplier Diversity Programs framework:
Supplier Diversity Policy Statement
AVH purchasing practices aredesigned to provide equal access and opportunity to all suppliers and prohibit discriminatory business relationships. We are committed to creating a cadre of suppliers in our supply chain that represent the diversity in the communities we serve. AVH encourages and supports the participation of historically underutilized businesses that can successfully compete for prime or sub-contracting opportunities.
Scope and Intent
1. This policy shall apply to all purchases of goods and services, including professional services, and contracts for construction and construction related services, made by AVMC consistent with AVMC Procurement Regulation Policy MMS.4.0.A.
2. Although not covered by the requirements of AVMC Procurement Regulation Policy MMS.4.0.A, opportunities for S/UB participation in excluded categories (as defined in the Regulation) may arise from time to time. The spirit and intent of this policy requires all AVMC departments to, whenever practicable, seek the counsel of the Materials Management Department in using available strategies and options that could afford opportunities for S/UBs to participate.
3. Non-Discrimination Commitment - AVMC requires that suppliers, which is intended to include contractors and vendors, shall not discriminate on the basis of race, color, gender, pregnancy, marital status, familial status, sexual orientation, gender identity and/or expression, religion, ancestry, national origin, disability, or age except that programs may target services for specific participant groups. Additionally, suppliers shall demonstrate the standards, policies, and practices necessary to render services in a manner that respects the worth of the individual and protects and preserves the dignity of people of diverse cultures, classes, races, religions, sexual orientation, gender identity and/or expression and ethnic backgrounds. It is expressly understood that upon receipt of evidence of discrimination, AVMC reserves the right to review vendor performance and contract termination options.
4. If a supplier or any owner, subsidiary, or other firm affiliated with or related to the supplier, is found by the responsible enforcement agency or the courts to be in violation of the laws underlying this commitment, AVMC may, at its own discretion, no longer conduct business with that supplier.
