Dameron Hospital Association is committed to providing equal opportunity to all qualified diverse suppliers to compete and participate in the sourcing and procurement process of our healthcare organization. By creating an inclusive supply chain with our GPO that recognizes and values diverse owned and small businesses, it strengthens the relationships with the communities we serve. |
Our supplier diversity program is designed to contribute to the economic health and where possible, reflect the diversity of the community we serve. When looking at identifying vendors, we rely on:
-Active contract list identifying vendors contracted through our GPO
-Local business contacts that are proven to be financially stable and that have requested a contract with us
-Vendor diversity self-identification by vendor during RFP and contract process |
Dameron Hospital encourage vendors that qualify as a diverse supplier to contact purchasing directly or follow Sourcing and Procurement processes and register on our GPO website. Once registered, the supplier is engaged in the official RFI/RFP process. |
As a small hospital, we use our GPO mostly. When an opportunity for local sourcing is identified an RFP is sent to local providers. |

In order to ensure Department of the State Hospitals (DSH) meets the mandates of the EOS-02-06 and Military and Veterans Code section 999.2 et seq. to support California's Small Business (SB)/Disabled Veterans Business Enterprise (DVBE) business owners, it is DSH policy to first seek SB/DVBE participation in all solicitations unless there is a strong, documented business reason for not doing so.
Furthermore, DSH is working to expand its SB/DVBE contracting and procurement policies by providing consideration and preference to qualified Disadvantaged Business Enterprises (DBE) whenever feasible and practical. DBEs are for-profit, certified small businesses where socially and economically-disadvantaged individuals own at least 51% interest and also control management and daily business operations. DSH's goal is to develop a program plan that promotes the use of DBE's in its contractual agreements and procurements. |
Coalinga State Hospital (CSH) has initiated DVBE engagement with the CaleProcure Certified DVBE Database. CaleProcure is the California State Government Marketplace and has a database which lists all certified DVBE suppliers within California. CSH sent introduction emails to hundreds of DVBE suppliers found in CaleProcure and requested capability statements which detail what these potential suppliers could provide for CSH. The responses are stored in a CSH database that is available to all CSH departments, allowing all CSH buyers to have instant access to this information. CSH not only encourages all CSH buyers to solicit purchasing opportunities from DVBE suppliers but also reviews all purchase requests to see if DVBE suppliers can fulfill the requests. CSH only approves purchase requests to Non-DVBE suppliers if ample research has been demonstrated and documented by CSH buyers.
The U.S. General Services Administration (GSA), which promotes DBE suppliers, does not have a database for disadvantaged enterprises which are minority, women, or LGBT-owned/operated. Without easily accessible information for such DBEs, it is currently difficult to provide engagement for the other disadvantaged suppliers listed above (specifically, ones which are not California certified DVBE suppliers). |
CSH has a DVBE database that is available to all CSH departments, allowing all CSH buyers to have instant access to this information. CSH not only encourages all CSH buyers to solicit purchasing opportunities from DVBE suppliers but also reviews all purchase requests to see if DVBE suppliers can fulfill the requests.
If disadvantaged suppliers (minority, women, or LGBT-owned/operated) who are certified reach out to CSH, it is common practice to gather their information and find out what these companies can provide. If it is found that a certified disadvantaged supplier can fulfill the needs of CSH, the supplier's information will be forwarded to the appropriate CSH buyer(s). |
CSH has conducted SB/DVBE outreach utilizing the CaleProcure-certified SB/DVBE database. |
CSH utilizes the resources provided by organizations such as CaleProcure and the U.S. General Services Administration (GSA) in order to maximize engagement with minority, women, LGBT, and disabled veteran business enterprises. Additionally, CSH makes the aforementioned resources readily available to all CSH buyers. In accordance with our local Supplier Diversity Policy Statement, CSH seeks SB/DVBE participation in all solicitations (with very few, limited exceptions) and is working to provide expanded consideration and preference to qualified Disadvantaged Business Enterprises (DBE). |

CommonSpirit Health is committed to providing access to business opportunities for women, ethnic minorities, veterans, and LGBTQ+ communities interested in providing business solutions to support our delivery of healthcare. We are guided by the best practices of our Supply Chain GPO priorities and committed to local and regional purchases where possible. Core to our mission is the advancing of health equity which includes addressing the social determinants of health utilizing tools of supply chain diversity, local economies, and environmental sustainability. |
CommonSpirit identifies diverse vendors through:
- Active Contract List identifying vendors contracted through our GPO, provided monthly.
- Diverse Vendor database available through a third party supplier diversity vendor.
- Vendor diversity self-identification by vendor during RFP and contracting process.
- Direct vendor input through CommonSpirit Diverse Vendor Intake Form.
- Additional vendor opportunity documentation provided by partners (i.e., distributors).
CommonSpirit Health is in the midst of implementing its Health Equity Blueprint for action and has developed a series of questions in which they ask and address with each vendor to establish vendor accountability towards Health Equity. The business questions are designed to create transparency and awareness by understanding how we are performing against the guidelines and expectations set within our policies. In addition, the process is designed to share expectations and accountability around supplier diversity and its impact on promoting diversity in suppliers and health equity. |
CommonSpirit Health's Chief Diversity, Equity, Inclusion & Community Impact Officer regularly communicates with supply chain staff, raising awareness with regard to diversity spend, and an assigned resource has membership on several supplier diversity task forces. Language is included in direct vendor agreements, GPO contract supplemental addendums and within the vendor RFP process, allowing vendors to report diversity codes and submit certification documentation to our sourcing team and Chief Diversity, Equity, Inclusion & Community Impact Office.
Our supply chain has developed a diversity strategy in which diverse vendors are validated through a third party supplier diversity partner using vendor information from our Enterprise Resource Planning system, allowing us to identify actionable areas of spend and implement policies, goals and practices to increase our diverse procurement. |
Through our GPO processes vendors are notified of opportunities within various categories of spend considered actionable for diverse vendors. We have plans to define in CY22, categories of actionable spend in supply chain and purchased services, which will support greater outreach to those interested in our business opportunities. |
Rosalyn Carpenter, CommonSpirit Senior Vice President, Diversity and Inclusion, serves on several advisory boards and committees, including the Catholic Health Association's Special Committee to the Board on Diversity and Health Equity, and the Press Ganey Diversity, Equity and Inclusion Client Advisory Council. Additionally, CommonSpirit Health is a member of the Premier, Inc. member-led cohort that developed the recently announced Supplier Diversity Pledge, in which we seek to close supplier diversity gaps within our supply chain and encourage other member organizations to do the same. |
