The San Diego County Psychiatric Hospital (SDCPH) is a department within the County of San Diego (County), Health and Human Services Agency Behavioral Health Services. As an entity of the County, SDCPH adheres to the Countys procurement policies and guidelines as implemented by the Department of Purchasing and Contracting (DPC). Therefore, SDCPH is submitting the Countys 2020-2021 Outreach and Engagement Report summarizing the Countys efforts to ensure successful participation of small, diverse, and veteran-owned businesses in County procurements. DPC is guided by County Board Policies B-53 (Small Business Policy) and B-39a (Veteran Owned Business and Disabled Veterans Business Program). These policies contain the Countys diversity policy statement and demonstrate that the County has an open and transparent procurement process that supports equitable contracting opportunities for all small and diverse businesses. The County does not require suppliers to be certified. The County accepts the California State DGSs Small Business (SB), Disabled Veteran Business Enterprise (DVBE) certifications, as well as the Federal VAs Veteran Owned Small Business (VOSB) and Service-Disabled Veteran Owned Small Business (SDVOSB) certifications but does not accept self-certification of small, diverse, and veteran-owned businesses in County procurements. |
Throughout the year, the County DPC hosted or participated in 22 events to engage with small and diverse businesses and community providers. Events ranged from those where the County participated as a speaker, panelist, or exhibitor to those the County hosted, including "How to Do Business with the County" information sessions. DPC continues to publicize future outreach events on its public facing webpage and major events and opportunities are also featured on the BuyNet front page. Outreach events are also advertised with local Chambers of Commerce and distributed by other regional public agencies to their respective mailing lists. |
All veterans, and particularly disabled veterans have made great sacrifices serving and defending our country. Their dedication and sacrifices have not gone unrecognized. The County, like the State and federal governments, has recognized veterans' service through contracting practices that promote successful veteran owned business participation in government contracting. This policy continues the County's practice of promoting successful veteran owned business (VOB) participation in County contracting.
It is the policy of the Board of Supervisors to promote veteran owned business participation in County contracts by:
1. Establishing a three-percent (3%) disable veterans business (DVB) subcontractor participation goal in applicable County Procurements where the prime contractor intends to use subcontractors.
2. Exempting from competition, pursuant to Board Policy A-87 (Competitive Procurement), procurements from DVBs of goods and/or services.
3. Exempting from competition, pursuant to Board Policy A-87 (Competitive Procurement), informal competitive procurements set aside for VOBs.
4. Separating large contractual requirements into smaller segments when in the County's best interest and where doing so would maximize VOB participation.
5. Authorizing progress payments to VOBs as well as make payments to VOBs within 15 calendar days of receipt of approved invoices and receiving reports as determined by the Auditor and Controller where:
a. The VOB demonstrates in writing that early payments and progress payment are necessary for it to successfully complete its obligations under the agreement; and
b. The VOB is otherwise in good standing in performance of its duties under the Contract. |

County of San Diego Department of Purchasing & Contracting (DPC) hosts or attends outreach events staged by organizations that support small businesses and VOBs. In the past year DPC participated in National Defense Industrial Association's (NDIA) Navy Gold Coast Small Business Procurement Event which provides a forum to educate, guide, and assist small businesses in working with government agencies. DPC hosted a virtual exhibition booth and met with attendees to provide information on the County's procurement process and how to register on BuyNet and receive notifications for future contracting opportunities. The event drew 1,300 attendees. DPC and the USVBA co-hosted a virtual procurement workshop to celebrate and support small and veteran-owned businesses. The event provided information about the County's procurement process, tips for success in government contracting, and upcoming business opportunities with the County of San Diego. The workshop drew 520 small business and nonprofit attendees. The fifth annual Live Well Advance drew nearly 2,000 community participants over the two-day conference. DPC co-hosted Doing Business with Government Agencies, a virtual session featuring resources available to small businesses from the County and the Small Business Development Center (SBDC). |

The County of San Diego has a centralized procurement process with awards totaling $1.47 Billion. San Leandro Hospital (SLH), as represented by the Alameda Health System (AHS) Health Equity, Diversity, and Inclusion (HEDI) committee, is evaluating development of a program to identify opportunities for diverse vendors to participate in procurement activities, and where qualified diverse vendors are available to serve a SLH/AHS need, to facilitate establishing business relationships with such vendors. It is anticipated that such a program would identify qualified diverse vendors when procurement needs arise and give appropriate weight to vendor diversity status when evaluating vendor proposals. |
SLH, as an AHS affiliate, currently includes vendor diversity status as one of a number of weighted factors considered when evaluating competitive solicitations (i.e. RFP, RFQ, RFI, etc.). Diversity status can account for up to 10% of the total points available during evaluation of competitive solicitations.
As a member of HEDI, SLH is evaluating development of a program to identify opportunities for diverse vendors to participate in procurement activities. Should SLH proceed with development and implementation of a formal vendor diversity procurement and engagement program as a HEDI participant, elements that may be considered include the requirement that all procurement activities identify at least 1 diverse vendor capable of meeting AHS procurement needs and that all factors being equal the diverse vendor shall be selected. Such a program would likely include provision of support for procurement staff in identifying qualified diverse vendors capable of meeting SLH procurement needs, as well as creation of a vendor registry in which vendors submit their names and interest in being considered for future procurement opportunities. |
Presently, procurement staff may review and consider vendor diversity status as part of their overall process for evaluating vendors for inclusion in the SLH supply chain. Should AHS proceed with development and implementation of a formal vendor diversity procurement and engagement program, one aspect of such an initiative may include elaboration of detailed requirements governing procurement staff inclusion of vendor diversity status in procurement decisions, as well as provision of necessary resources to enable such an effort. |
SLH, as a HEDI participant, may elect to engage in community outreach in an effort to identify and develop diverse vendors for potential business opportunities on an ad hoc basis, however this is not currently part of a formal program requiring or coordinating such outreach. Should AHS proceed with development and implementation of a vendor diversity procurement and engagement program, a formal diverse vendor outreach process would likely be considered for inclusion. |
As part of ongoing strategic planning efforts, SLH may develop supportive relationships with organizations possessing the skill and experience to assist SLH in the economic and social advancement of diverse vendors, including minority, women, LGBT, and disabled veterans business enterprises. Such efforts would help further the community-based development focus of the AHS strategic plan which includes SLH as an affiliated facility. |

As an affiliate of AHS, SLH accounts for the vast preponderance of its facility-level expenditures as an aggregate of AHS system-level expenditures. AHS financial reporting systems are not currently configured to provide the facility-level expenditure data necessary to supply the vendor diversity spend information requested with the exceptions of capital expenditures which can be attributed at the facility-level and expenditures made through our group purchasing organization (GPO) partner, Vizient. Clara Health System and thus supports the overall mission of the County of the Santa Clara (County) and its Board of Supervisors. - Additional vendor opportunity documentation provided by partners (i.e., distributors).
CommonSpirit Health is in the midst of implementing its Health Equity Blueprint for action and has developed a series of questions in which they ask and address with each vendor to establish vendor accountability towards Health Equity. The business questions are designed to create transparency and awareness by understanding how we are performing against the guidelines and expectations set within our policies. In addition, the process is designed to share expectations and accountability around supplier diversity and its impact on promoting diversity in suppliers and health equity. |
CommonSpirit Health's Chief Diversity, Equity, Inclusion & Community Impact Officer regularly communicates with supply chain staff, raising awareness with regard to diversity spend, and an assigned resource has membership on several supplier diversity task forces. Language is included in direct vendor agreements, GPO contract supplemental addendums and within the vendor RFP process, allowing vendors to report diversity codes and submit certification documentation to our sourcing team and Chief Diversity, Equity, Inclusion & Community Impact Office.
Our supply chain has developed a diversity strategy in which diverse vendors are validated through a third party supplier diversity partner using vendor information from our Enterprise Resource Planning system, allowing us to identify actionable areas of spend and implement policies, goals and practices to increase our diverse procurement. |
Through our GPO processes vendors are notified of opportunities within various categories of spend considered actionable for diverse vendors. We have plans to define in CY22, categories of actionable spend in supply chain and purchased services, which will support greater outreach to those interested in our business opportunities. |
Rosalyn Carpenter, CommonSpirit Senior Vice President, Diversity and Inclusion, serves on several advisory boards and committees, including the Catholic Health Association's Special Committee to the Board on Diversity and Health Equity, and the Press Ganey Diversity, Equity and Inclusion Client Advisory Council. Additionally, CommonSpirit Health is a member of the Premier, Inc. member-led cohort that developed the recently announced Supplier Diversity Pledge, in which we seek to close supplier diversity gaps within our supply chain and encourage other member organizations to do the same. |

We are guided by the best practices of our Supply Chain GPO priorities and committed to local and regional purchases where possible. Core to our mission is the advancing of health equity which includes addressing the social determinants of health utilizing tools of supply chain diversity, local economies, and environmental sustainability. |
CommonSpirit identifies diverse vendors through:
- Active Contract List identifying vendors contracted through our GPO, provided monthly.
- Diverse Vendor database available through a third party supplier diversity vendor.
- Vendor diversity self-identification by vendor during RFP and contracting process.
- Direct vendor input through CommonSpirit Diverse Vendor Intake Form.
- Additional vendor opportunity documentation provided by partners (i.e., distributors).
CommonSpirit Health is in the midst of implementing its Health Equity Blueprint for action and has developed a series of questions in which they ask and address with each vendor to establish vendor accountability towards Health Equity. The business questions are designed to create transparency and awareness by understanding how we are performing against the guidelines and expectations set within our policies. In addition, the process is designed to share expectations and accountability around supplier diversity and its impact on promoting diversity in suppliers and health equity. |
CommonSpirit Health's Chief Diversity, Equity, Inclusion & Community Impact Officer regularly communicates with supply chain staff, raising awareness with regard to diversity spend, and an assigned resource has membership on several supplier diversity task forces. Language is included in direct vendor agreements, GPO contract supplemental addendums and within the vendor RFP process, allowing vendors to report diversity codes and submit certification documentation to our sourcing team and Chief Diversity, Equity, Inclusion & Community Impact Office.
Our supply chain has developed a diversity strategy in which diverse vendors are validated through a third party supplier diversity partner using vendor information from our Enterprise Resource Planning system, allowing us to identify actionable areas of spend and implement policies, goals and practices to increase our diverse procurement. |
Through our GPO processes vendors are notified of opportunities within various categories of spend considered actionable for diverse vendors. We have plans to define in CY22, categories of actionable spend in supply chain and purchased services, which will support greater outreach to those interested in our business opportunities. |
Rosalyn Carpenter, CommonSpirit Senior Vice President, Diversity and Inclusion, serves on several advisory boards and committees, including the Catholic Health Association's Special Committee to the Board on Diversity and Health Equity, and the Press Ganey Diversity, Equity and Inclusion Client Advisory Council. Additionally, CommonSpirit Health is a member of the Premier, Inc. member-led cohort that developed the recently announced Supplier Diversity Pledge, in which we seek to close supplier diversity gaps within our supply chain and encourage other member organizations to do the same. |

Materials Management Department will identify and encourage departments to explore opportunities to identify certified minority, women, lesbian, gay, bisexual, transgender (LGBT), and disabled veteran business enterprises to compete for business and to obtain goods and services whenever possible. |
1. St Rose Hospital has opened an online registration for all vendors who qualify under this program. The vendors can register the details of goods and services they can provide and this information is maintained by the Materials Management department. These vendors are contacted for future business needs.
2. Materials Management department also encourages to push these registered vendors for goods and services. |
1. Material Management Department emphasizes the need of encouraging supplier diversity regularly in hospital's leadership meetings. The leaders are asked to spread the word to their employees, which in turn will motivate the Supplier Diversity program. |
1. Hospital's foundation, while conducting its community outreach, will also promote Supplier diversity to the vendors and participants of the community.
2. Mass emails will be send out explaining the program and encouraging the vendors to register. |
St Rose Hospital supports organizations that promote or certify minority, women, LGBT, and disabled veteran business enterprises by:
1. Online registering of minority, LGBT, Woman Owned and disabled veteran business enterprises. this information is to be prioritized whenever there is a need.
2. The Materials Management department will evaluate Diverse Suppliers list provided by its GPO, on monthly basis. The report highlights suppliers that qualify under Supplier Diversity and can provide opportunity for goods and services.
3. St Rose Hospital will pass on the Supplier Diversity program information in community gatherings, which includes local business owners and community representatives. The Materials Management Department will also encourage hospital leadership to spread the word, encouraging minority businesses to enroll to the St Rose Hospital - Supplier Diversity portal |
