<html:p>WHEREAS, Drowning is the leading cause of unintentional death in the United States among children one through four years of age; and</html:p>

<html:p>WHEREAS, Drowning is the second leading cause of unintentional death in the United States among children 5 through 14 years of age; and</html:p>

<html:p>WHEREAS, Eighty-eight percent of all child drowning incidents occur when an adult is present; and</html:p>
