and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_852DF846-2FEA-4538-AA6A-2D82097866E5"> <ns0:Content> <html:p>WHEREAS, Composting is an effective form of waste reduction, reuse, and recycling, and, because organic materials make up over 30 percent of the material entering landfills, composting is becoming one of the primary methods communities use to reach waste diversion goals and create sustainable communities; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_178F2E74-AFB0-4D51-95DF-DB30C7B68517"> <ns0:Content> <html:p>WHEREAS, Organic residual materials, including yard trimmings, vegetable cuttings, biosolids, food scraps, manures, rice hulls, almond hulls, and hay shavings, are being composted and converted into beneficial compost products; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_23B47C5B-0250-460B-A6C8-5BFDBED520E4"> <ns0:Content> <html:p>WHEREAS, Communities, state and local governments, highway departments, soil conservation service and extension offices, farmers, and public works agencies can have a significant impact on clean water, soil, climate change, and landfill diversion by using compost in public spaces, such as parks, road medians, gardens, and farms, and for public works projects; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_37EB195E-6C05-4F7F-BCBD-A6B1CCFCE08B"> <ns0:Content> <html:p>WHEREAS, Composting creates green jobs and infrastructure for cities and states that implement composting programs; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_8101EDC6-DA08-4FEE-A4E2-0DC8953A34FE"> <ns0:Content> <html:p>WHEREAS, International Compost Awareness Week is a public education initiative to showcase compost production and demonstrate compost use; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_77FA4AF4-68D4-4AAE-85D2-1AB0AD4E9074"> <ns0:Content> <html:p>WHEREAS, The Compost Research and Education Foundation, along with Canada, Australia, the United Kingdom, and other countries, have declared the first full week of May to be the annual International Compost Awareness Week; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_6D82CDE5-FAF2-41A7-9794-80778BF33BE3"> <ns0:Content> <html:p>WHEREAS, The International Compost Awareness Week theme for 2025, “Sustainable Communities Begin with Compost!,” was chosen to highlight composting in all kinds of communities at any scale, from backyard home composters to community composters to large-scale facilities and all those who recognize the many benefits of using compost on our soils; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_85CF5C6A-611F-45D0-AACF-26B73A89B37D"> <ns0:Content> <html:p>WHEREAS, Composting is essential for developing a sustainable resource management plan and circular economy, empowering communities to manage waste, creating jobs, and supporting healthy soils with locally made compost;
