				<html:p>WHEREAS, The fall of Saigon on April 30, 1975, and the culmination of the Vietnam War, led to the United States-sponsored evacuation of approximately 125,000 Vietnamese refugees in a first wave and hundreds of thousands more during the two-decade long Indochinese refugee crisis, creating what would become the United States’ sixth largest foreign-born group; and</html:p>
