Existing law, the Planning and Zoning Law, requires each city, county, and city and county to prepare and adopt a general plan that contains certain mandatory elements, including a housing element. Existing law provides for the adoption and administration of zoning laws, ordinances, and rules and regulations by cities and counties and for the implementation of the general plan as is in effect in a city or county. Existing law requires every city or county to follow specified procedures when conducting zoning hearings, including, but not limited to, making a planning staff report available to the public prior to or at the beginning of the hearing, if the report exists.
