<html:p>Existing law establishes the Adult Education Program under the administration of the Chancellor of the California Community Colleges and the Superintendent of Public Instruction. Existing law requires the chancellor and the Superintendent, with the advice of the executive director of the State Board of Education, to divide the state into adult education regions and approve one adult education consortium in each of those regions. Existing law requires, on or before February 1 of each fiscal year for which funds are appropriated for the program, the chancellor and the Superintendent to report to the Director of Finance, the Statewide Director of Immigrant Integration, the state board, and the Legislature about the use of specified funds and outcomes for adults statewide and in each adult education region, including, among other things, any recommendations related to delivery of education,
immigrant integration, and workforce services for adults. Existing law requires, consistent with that reporting requirement, the chancellor and the Superintendent, with input from the Statewide Director of Immigrant Integration and adult education program providers, to identify common measures for meeting the needs of immigrant and refugee adults seeking integration, as specified.</html:p>
<html:p>This bill would define immigrant integration for purposes of the program.</html:p>

<html:p>For purposes of this article, the following definitions shall apply, unless otherwise specified:</html:p>
<html:p>
(a)
<html:span class="EnSpace"/>
“Adult” means a person 18 years of age or older.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
“Carryover” means the amount of unspent adult education program funds from the prior fiscal year, certified on or before September 1 of the current fiscal year, expressed as a percentage of the prior fiscal year’s allocation.
</html:p>
<html:p>
(c)
<html:span class="EnSpace"/>
“Consortium” means an adult education consortium approved pursuant to this article.
</html:p>
<html:p>
(d)
<html:span class="EnSpace"/>
“Executive director” means the executive director of the State Board of Education.

(e)
<html:span class="EnSpace"/>
“Immigrant integration” means a two-way process in which immigrants and the receiving society work together to build secure, thriving, cohesive, and inclusive communities. In the process, immigrants are embraced and welcomed by the receiving society with effective, culturally relevant, and linguistically accessible programs and services that facilitate their linguistic, economic, civic, and social integration and provide upward social and economic mobility, increased civic participation, and multigenerational integration, and service providers encourage immigrants to maximize their contributions to the economic and civic life of their communities.
