<html:p>Existing law establishes the Department of Veterans Affairs. The department, among other services, provides veterans and their dependents and survivors with assistance in processing service-related disability claims, assistance in obtaining affordable housing, and information about health issues associated with military service.</html:p>
<html:p>This bill would create the Veteran Task Force for the purpose of reversing the trend of veterans and individuals transitioning from the military who are leaving California to reside and work in another state. The bill would prescribe the composition of the task force, including, among others, the Secretary of Veterans Affairs. The bill would require the task force to, among other things, examine existing veterans benefits in California, assistance for individuals transitioning from the military, childcare availability, affordable housing, and other services and opportunities to retain veterans and their families in California.</html:p>

(a)

The Veteran Task Force shall consist of all of the following members:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
The secretary, director, commissioner, chair, or adjutant general, as applicable, or their designee, from each of the following:
</html:p>
<html:p>
(A)
<html:span class="EnSpace"/>
Business, Consumer Services, and Housing Agency.
</html:p>
<html:p>
(B)
<html:span class="EnSpace"/>
California Health and Human Services Agency.
</html:p>
<html:p>
(C)
<html:span class="EnSpace"/>
Department of Veterans Affairs.
</html:p>
<html:p>
(D)
<html:span class="EnSpace"/>
Department of the California Highway Patrol.
</html:p>
<html:p>
(E)
<html:span class="EnSpace"/>
Employment Development
Department.
</html:p>
<html:p>
(F)
<html:span class="EnSpace"/>
Governor’s Military Council.
</html:p>
<html:p>

The task force shall do all of the following:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
Examine various services, opportunities, and policies across departments that could be offered to veterans as incentives for them and their families to remain in California.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
Conceive, investigate, and recommend diverse ideas that would contribute to achieving the objective of retaining veterans in California.
</html:p>
<html:p>
(3)
<html:span class="EnSpace"/>
Examine all of the following objectives:
</html:p>
<html:p>
(A)
<html:span class="EnSpace"/>
Existing veteran benefits in California.
</html:p>
<html:p>
(B)
<html:span class="EnSpace"/>
Assistance for individuals
transitioning from the military.
</html:p>
<html:p>
(C)
<html:span class="EnSpace"/>
License portability for military and veteran spouses.
</html:p>
<html:p>
(D)
<html:span class="EnSpace"/>
Childcare availability.
</html:p>
<html:p>
(E)
<html:span class="EnSpace"/>
Affordable housing.
</html:p>
<html:p>
(F)
<html:span class="EnSpace"/>
Taxation relief.
</html:p>
<html:p>
(G)
<html:span class="EnSpace"/>
Veteran-owned businesses.

(b)

The task force may establish working groups, task forces, or other structures from within its membership or with outside members to assist it in its work.
