				<html:p>WHEREAS, The federal government is critical to the protection and defense of the rights of students with disabilities. Families trust and rely on the government to ensure that their children receive a free appropriate public education, as required by federal law; and</html:p>

				<html:p>WHEREAS, California has over 700 cases pending with the United States Department of Education Office for Civil Rights, and nearly 400 of these cases address disability discrimination. Justice will be delayed or denied for hundreds of families given the lack of enforcement capacity due to the abrupt reduction in the department’s workforce and the closure of regional offices; and</html:p>
