and </html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_764E0CF1-8777-4BE1-9512-5163CF50DBBC"> <ns0:Content> <html:p>WHEREAS, Children who attend Head Start are more likely to complete high school, more likely to enroll in and complete college, less likely to be involved in the justice system, less likely to be in foster care, and less likely to experience poor health; and </html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_57029E37-CC95-4E0B-B721-61C32A404769"> <ns0:Content> <html:p>WHEREAS, Head Start programs uplift the entire family through apprenticeships, career technical assistance, family support services, and fatherhood engagement programs; and </html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_032655DF-572B-4D0C-89A8-8DA635D3C0B9"> <ns0:Content> <html:p>WHEREAS, Parents of Head Start children are able to attain higher increases in educational attainment, improve their mental health, and deploy parenting practices that better support children’s cognitive development; and </html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_E60AD92B-666D-4F9B-AEE1-0FE1CAE0A04A"> <ns0:Content> <html:p>WHEREAS, Investments in high-quality early childhood education programs like Head Start have been demonstrated to yield a 7- to 10-percent return on investment based on increased school and career achievements and reduced remedial costs; and </html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_9CD1401B-4484-4397-9F2B-81AFDC99BD70"> <ns0:Content> <html:p>WHEREAS, In 2024, Head Start served 80,345 California children and their families, and directly employed 26,681 Californians with nearly $1.5 billion in Federal funding; and </html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_38900AF2-EF41-45AF-87C4-715E4AC193E0"> <ns0:Content> <html:p>WHEREAS, California’s Head Start programs have been challenged—nearly to the point of closing their doors—by the April 1, 2025, closure of the Federal Regional Office responsible for processing grant applications, distributing funds, and providing technical assistance; and </html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_6BA6D6EB-47AF-4AC8-8850-767394CFD049"> <ns0:Content> <html:p>WHEREAS, Since January 2025, serious and unusual delays in the processing of federal payments to Head Start programs have repeatedly put programs at risk of closing; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_816199F4-ACD4-4E7C-8221-683586699CEB"> <ns0:Content> <html:p>WHEREAS, Head Start is an investment in building the American dream; now, therefore, be it </html:p> </ns0:Content> </ns0:Whereas> <ns0:Resolved id="id_340FCB27-903B-413F-BA44-1C6CA3DEAC08"> <ns0:Content> <html:p> <html:i>Resolved by the Assembly and the Senate of the State of California, jointly,</html:i> That the Legislature recognizes May 2025 as Head Start Month;
