Prevention Awareness Month” to raise the visibility of the mental health resources and suicide prevention service available in our community; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_E8249C24-4A12-4DEA-9C04-B8AEDBFC66E6"> <ns0:Content> <html:p>WHEREAS, Suicide is a serious public health problem that affects individuals, families, and communities across California; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_42DD07E8-A3EC-4BF8-B412-C91C09C34860"> <ns0:Content> <html:p>WHEREAS, The goal is to speak openly about the importance of mental health and the impacts of suicide to help remove the surrounding stigmas, and to direct those in need to the appropriate support services; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_CFAA0307-2A65-453E-B290-238A2B7E1551"> <ns0:Content> <html:p>WHEREAS, Suicidal thoughts can affect anyone regardless of age, gender, race, sexual orientation, income level, religion, or background; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_614CC3D2-5AE3-4EB1-BBEC-AC75C66E1723"> <ns0:Content> <html:p>WHEREAS, According to the American Foundation for Suicide Prevention (AFSP), suicide is the second leading cause of death among adults 25 to 34 years of age, inclusive, the second leading cause of death among Native American youth 10 to 20 years of age, inclusive, and the third leading cause of death among individuals 10 to 24 years of age, inclusive, in California; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_170251BF-5F2A-4C1B-958E-4F5547B4E28A"> <ns0:Content> <html:p>WHEREAS, Four thousand three hundred twelve people died by suicide in California in 2022, which, according to the federal Centers for Disease Control and Prevention, was more than twice the number of homicides; and </html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_67741E18-5E15-43DF-8B0F-92370C3D563D"> <ns0:Content> <html:p>WHEREAS, In 2023, there was an average of 134 suicides per day in the United States, which is one every 10 minutes; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_2E01B984-C83D-4C45-80F3-0C0931DCFDEA"> <ns0:Content> <html:p>WHEREAS, In 2022, 49,476 Americans died by suicide, 68 percent of whom were White males; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_25E55B3E-652E-4CA9-94E0-DDD77754599B"> <ns0:Content> <html:p>WHEREAS, The overall suicide rate in California is 10.5 per 100,000 people, the highest county rate is in the County of Shasta at 24.9, and the lowest rate is in the County of Imperial at 5.8; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_D13E98FE-6B4B-4A21-AD35-C86D06D74649"> <ns0:Content> <html:p>WHEREAS, Suicide rates vary significantly across different racial and ethnic groups. The rates per 100,000 people are: 15.6 for White individuals, 13.4 for American Indian or Alaska Native individuals; 7.0 for Black individuals, 6.4 for Hispanic or Latino individuals, and 5.0 for Asian individuals; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_CBD274D9-870C-47B6-9A0B-048D1C3A72F1"> <ns0:Content> <html:p>WHEREAS, Firearms were used in one out of three of those suicide deaths; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_67368161-423C-4A4E-A31D-C2A4B6FC3E1D"> <ns0:Content> <html:p>WHEREAS, LGBTQIA+ youth were almost five times as likely to have attempted suicide compared to heterosexual youth, 54 percent of transgender and nonbinary youth in California considered suicide, and 19 percent of transgender and nonbinary youth attempted suicide in the past year; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_7B57044F-7D22-44FC-AF1E-1498BB46BED2"> <ns0:Content> <html:p>WHEREAS, In 2021, 12,300,000 American adults seriously thought about suicide, 3,500,000 made a plan, and 1,700,000 attempted suicide; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_8F22E79C-79D5-4DFA-B8E0-882FF806B614"> <ns0:Content> <html:p>WHEREAS, More than 76 percent of communities in California did not have enough mental health providers to serve residents in 2021, according to federal guidelines; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_C989813A-22D2-411B-9C28-FDDC0F2D6AF5"> <ns0:Content> <html:p>WHEREAS, Since its launch in July 2022, the 988 suicide prevention lifeline has experienced a notable increase in utilization, reflecting both heightened awareness and demand for mental health support services; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_792DC370-DC01-4F07-9F3B-53C8C31AD448"> <ns0:Content> <html:p>WHEREAS, In May 2023, California’s 13 crisis centers responded to approximately 37,800 contacts, including calls, text messages, and chats, marking a 28-percent increase compared to the same period the previous year before the 988 launch; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_BA6DC124-A100-41C0-92EA-E884775C00B6"> <ns0:Content> <html:p>WHEREAS, Anyone can call or text 988, 24 hours per day, 7 days per week, 365 days per year, to receive support when experiencing a suicidal, mental health, or substance use-related crisis; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_DBBF5357-12E9-4BB7-A793-D553F5A8F41E"> <ns0:Content> <html:p>WHEREAS, Suicide is preventable so if you recognize the signs that someone may be suicidal, find the words to speak to them, and direct them to resources; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_2EFE8F51-E44C-4D86-895D-7725C456857E"> <ns0:Content> <html:p>WHEREAS, The State of California recognizes the national, state, and local organizations, including the AFSP, National Alliance on Mental Illness, National Institute of Mental Health, Society for the Prevention of Teen Suicide, The Trevor Project, the State Department of Health Care Services, and county departments of behavioral health, are on the front lines of a war that many still refuse to discuss, as suicide and mental health remain too uncomfortable for many to talk about; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_F13F6472-06DE-4A08-8F3D-9B6969E490A7"> <ns0:Content> <html:p>WHEREAS, It may be beneficial to focus prevention programs and resources on vulnerable populations who are most at risk of suicide, including White males, LGBTQIA+ individuals, particularly transgender individuals, youth, veterans and military personnel, Native Americans, rural and underserved populations, and Black Californians who have seen an increased rate of suicide; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_FD4451A2-176C-4CE5-9036-2FC94E9B71AF"> <ns0:Content> <html:p>WHEREAS, Other risk factors can also identify groups who may need support, such as older adults with physical health problems, individuals with alcohol or substance abuse problems, individuals with a history of suicidal thoughts or plans, and individuals in crisis; and</html:p> </ns0:Content> </ns0:Whereas> <ns0:Whereas id="id_54C7AF3E-8D60-41C7-A729-FE583F650363"> <ns0:Content> <html:p>WHEREAS, Suicide Prevention Awareness Month is a time to raise awareness of this stigmatized public health crisis in California.
