				<html:p>WHEREAS, The National League of Families of American Prisoners and Missing in Southeast Asia adopted the POW/MIA flag in January 1972; and</html:p>

				<html:p>WHEREAS, In 1972, the National POW/MIA Flag Act (Section 902 of Title 36 of the United States Code) was enacted and it requires the POW/MIA flag to be displayed on certain federal properties, including the White House and the United States Capitol Building, on all days on which the flag of the United States is displayed; and</html:p>
