<html:p>Existing law grants the Department of Corrections and Rehabilitation authority to operate the state prison system and gives the department jurisdiction over various state prisons and other institutions. Existing law requires the department to make college programs available at every state prison and requires that these programs be provided by the California Community Colleges, the California State University, or the University of California, or other accredited, nonprofit colleges or universities.</html:p>
<html:p>This bill would require the department, on or before January 1, 2028, and annually thereafter, to report to the Legislature information related to the amount of space available for academic and vocational education, including the amount of the deficit or surplus of space at each prison.</html:p>

(a)
<html:span class="EnSpace"/>
On or before January 1, 2028, and annually thereafter, the department shall collect and report all of the following information to the Legislature:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
The amount of space available for academic and vocational education.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
The amount of space currently being used for other purposes that reasonably
could be converted to be available for academic and vocational education.
</html:p>
<html:p>
(3)
<html:span class="EnSpace"/>
The extent to which the space described in paragraph (1) is being used.
</html:p>
<html:p>
(4)
<html:span class="EnSpace"/>
The amount of the deficit or surplus of space available for academic and vocational education as described in paragraph (1) at each prison.

(b)
<html:span class="EnSpace"/>
A report submitted pursuant to this section shall be submitted in compliance with Section 9795 of the Government Code.
