Existing law defines “elder” as a person who is 65 years of age or older and prohibits the abuse or neglect of an elder or dependent adult, as specified. Existing law makes it a misdemeanor or a felony for a caretaker of an elder or dependent adult to violate any law proscribing theft, embezzlement, forgery, fraud, or identity theft with respect to the property or personal identifying information of that elder or dependent adult, as specified.

This bill would state the intent of the Legislature to enact legislation to make cases of theft from an elder by a caretaker to be visible, trackable, and screenable statewide.
