Existing law, the Planning and Zoning Law, requires the legislative body of each county and city to adopt a comprehensive, long-term general plan for the physical development of the county or city and requires that the plan include, among other mandatory elements, a housing element. Existing law states legislative findings and declarations regarding the need for affordable housing and the need to encourage development of new housing. |
