Existing law establishes the Office of the Surgeon General, within the California Health and Human Services Agency, to, among other things, advise the Governor, the Secretary of the California Health and Human Services Agency, and policymakers on a comprehensive approach to address health issues and challenges as effectively and early as possible, as provided. Existing law designates the Surgeon General as the director of the office.

Existing law establishes the California Community Colleges, the California State University, the University of California, independent institutions of higher education, and private postsecondary educational institutions as the segments of postsecondary education in the state.
