			<html:p>Existing law, the Licensed Dentists from Mexico Pilot Program, requires the Dental Board of California to issue 3-year nonrenewable permits to practice dentistry to dentists from Mexico who meet specified criteria.</html:p>
			<html:p>This bill would repeal those provisions and replace them with a new Licensed Dentists from Mexico Pilot Program. Under that new program, the bill would require the board to issue a 3-year nonrenewable license to practice dentistry to an applicant that meets certain criteria, as specified, and require participants in the program
			 to comply with specified requirements. The bill would require specified portions of the program to be administered by representatives from a certain federally qualified health center. The bill would authorize participants to be employed only by federally qualified health centers that meet specified conditions, and would impose requirements on those centers. The bill would require an evaluation of the program to be commenced beginning one year after the program has commenced, as specified, and would prescribe the information to be included in that evaluation.</html:p>

		<ns0:Preamble>The people of the State of California do enact as follows:</ns0:Preamble>

			<ns0:Num>SECTION 1.</ns0:Num>
			<ns0:Content>
				<html:p>The Legislature finds and declares the following:</html:p>
				<html:p>
					(a)
					<html:span class="EnSpace"/>
					The facts and sources cited in this section describe the dental shortages that existed from 2000 in California and the United States, including an emphasis on the lack of having dentists practice in dental health professional shortage areas (DHPSAs) and ensuring that California’s dental schools are educating and training dental students to have cultural and linguistic competency to serve millions of California residents who suffer the severe lack of access to preventive dental care.
				</html:p>
				<html:p>
					(b)
					<html:span class="EnSpace"/>
					According to the 1999 Institute of Medicine report requested by the United States Congress, research evidence suggests that provider-patient communication is directly linked to patient satisfaction, adherence, and, subsequently, health outcomes. Thus, when sociocultural differences between the patient and the provider are not appreciated, explored, understood, or communicated in the medical encounter, the result is patient dissatisfaction, poor adherence, poorer health outcomes, and racial and ethnic disparities in health care.
				</html:p>
				<html:p>
					(c)
					<html:span class="EnSpace"/>
					In 1996, only 4 percent of dentists in California were Latino.
				</html:p>
				<html:p>
					(d)
					<html:span class="EnSpace"/>
					In 1999, only 11 percent of dentists in California were a member of a racial or ethnic minority group, with 5 percent being classified as Asian or Pacific Islanders.
				</html:p>
				<html:p>
					(e)
					<html:span class="EnSpace"/>
					Despite the phenomenal population growth of Latinos in California in the 1980 census, which was projected to continue for no less than three to four decades, and despite the current percentage of Latinos that comprise the State of California’s population (estimated at 40 percent), there have been no new initiatives to educate, train, and place dentists in communities where there is a documented shortage of preventive dental care.
				</html:p>
				<html:p>
					(f)
					<html:span class="EnSpace"/>
					Underscoring the lack of preparation, creativity, and commitment to deal with the needs of a culturally and linguistically diverse society such as California since the 1980s, and the growing dental shortages in the state, the University of California Schools of Dentistry do not offer any mandatory cultural or foreign language courses to prepare dental students to serve the diverse populations that reside in California. The actions and policies taken by these dental institutions confirm the need for
				programs such as the Licensed Dentist from Mexico Pilot Program.
				</html:p>
				<html:p>
					(g)
					<html:span class="EnSpace"/>
					The University of California, San Francisco Center for California Health Workforce Studies issued a report in 2000 on the “Geographic Distribution of Dentists in California, Dental Shortage Areas, 1998” that found that there has never been a comprehensive assessment of the availability and geographic distribution of dentists in California. A major finding of this study was that dental shortage areas have higher minority populations, lower median incomes, and a higher percentage of children.
				</html:p>
				<html:p>
					(h)
					<html:span class="EnSpace"/>
					The study also underscored that “oral diseases and other oral conditions ... are among the most prevalent of all chronic health conditions.”
				</html:p>
				<html:p>
					(i)
					<html:span class="EnSpace"/>
					The study found that there is a structural problem with the shortage of dentists and that the ratios presented in
				the study “…do not indicate which dentists serve low-income persons or those without dental insurance, nor do they indicate how much time the dentist spends in practice or other factors that may limit access.”
				</html:p>
				<html:p>
					(j)
					<html:span class="EnSpace"/>
					Exacerbating the dental shortage, especially in the most vulnerable, working poor, and high concentration of children communities, is the even greater shortage of culturally and linguistically competent dentists. This is a barrier to preventive dental care that is not even measured or considered by the federal government or the State of California.
				</html:p>
				<html:p>
					(k)
					<html:span class="EnSpace"/>
					In 2000, the study identified 28,800 licensed dentists in California, of which 23,079 were in active practice. In March 2024, there were 30,280 active dentists in the state, making California one of the top states with active dentists.
				</html:p>

					However, the
				Kaiser Family Foundation reported that as of December 31, 2024, there were 532 DHPSAs in the state, in which 2,700,000 Californians reside.
				</html:p>

					<html:span class="EnSpace"/>
					Compounding these serious historical structural problems of dental shortages is the fact that the largest demographic group of California’s population are Latino, estimated to be at 40 percent. Approximately 10,400,000 Californians of Latino heritage speak Spanish as their primary language.
				</html:p>

					(n)
					<html:span class="EnSpace"/>
					The data presented in this section underscore the many structural barriers that have existed for decades in California that deny access to vital dental care for Latinos. Neither the dental educational institutions in California nor the associations of dental professionals have proposed any initiatives since 2000 that are aimed at altering this most dire lack of access to dental care. This is the impetus for the creation of the Licensed Dentists from
				Mexico Pilot Program.

									(a)
									<html:span class="EnSpace"/>
									For purposes of this article, the following definitions apply:
								</html:p>
								<html:p>
									(1)
									<html:span class="EnSpace"/>
									“Applicant” means a person who is licensed as a dentist in Mexico and applying for licensure pursuant to this article.
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									“Board” means the Dental Board of California.
								</html:p>
								<html:p>
									(3)
									<html:span class="EnSpace"/>
									“Cohort” means the group of participants who are issued a license by the board under this article.
								</html:p>
								<html:p>
									(4)
									<html:span class="EnSpace"/>
									“Good standing” means a license is active and has not been disciplined, is not the subject of any unresolved complaint or review procedure, and is not the subject of any unresolved disciplinary proceeding.
								</html:p>
								<html:p>
									(5)
									<html:span class="EnSpace"/>
									“Participant” means a person who has been issued a license pursuant to subdivision (c).
								</html:p>
								<html:p>
									(6)
									<html:span class="EnSpace"/>
									“Program” means the Licensed Dentists from Mexico Pilot Program.
								</html:p>
								<html:p>
									(b)
									<html:span class="EnSpace"/>
									(1)
									<html:span class="EnSpace"/>
									The program is hereby created.
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									The program shall be administered by representatives from Clinica de Salud del Valle de Salinas.
								</html:p>
								<html:p>
									(3)
									<html:span class="EnSpace"/>
									The program administrators shall have all of the following duties:
								</html:p>
								<html:p>
									(A)
									<html:span class="EnSpace"/>
									Recruiting and vetting applicants.
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									Assisting applicants in meeting all requirements for licensure under this article.
								</html:p>
								<html:p>
									(C)
									<html:span class="EnSpace"/>
									Securing and submitting to the board the applications and supporting documents for license eligibility. The applications and supporting documents shall be submitted to the board with a statement verifying that the program administrators have reviewed the application and records received from the applicant, verifying the entities for compliance with the licensure requirements under this article
						  and the applications and supporting documents submitted to the board are true and correct originals or copies of the applications and supporting documents received by the program administrators.
								</html:p>
								<html:p>
									(D)
									<html:span class="EnSpace"/>
									Maintaining an alternate list of program applicants.
								</html:p>
								<html:p>
									(E)
									<html:span class="EnSpace"/>
									Selecting appropriate federally qualified health centers throughout California for participant placement.
								</html:p>
								<html:p>
									(F)
									<html:span class="EnSpace"/>
									Ensuring compliance with licensure requirements.
								</html:p>
								<html:p>
									(G)
									<html:span class="EnSpace"/>
									Developing policy and clinical workshops.
								</html:p>
								<html:p>
									(H)
									<html:span class="EnSpace"/>
									Monitoring productivity and increased access to medical care.
								</html:p>
								<html:p>
									(I)
									<html:span class="EnSpace"/>
									Assessing the necessity of policy and programmatic improvements.
								</html:p>
								<html:p>
									(J)
									<html:span class="EnSpace"/>
									Working with the governments of Mexico and the United States to obtain the visas required for program participation.
								</html:p>
								<html:p>
									(K)
									<html:span class="EnSpace"/>
									Selecting a board-approved dental school to perform the evaluation required under subdivision (n).
								</html:p>
								<html:p>
									(c)
									<html:span class="EnSpace"/>
									To apply for acceptance into the program, an applicant shall submit to the program administrators all of the following:
								</html:p>
								<html:p>
									(1)
									<html:span class="EnSpace"/>
									A completed application form that shall include all of the following:
								</html:p>
								<html:p>
									(A)
									<html:span class="EnSpace"/>
									Applicant’s full legal name (last name, first name, middle name, and optional suffix).
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									Any other name the applicant has used or has been known by.
								</html:p>
								<html:p>
									(C)
									<html:span class="EnSpace"/>
									Applicant’s physical address.
								</html:p>
								<html:p>
									(D)
									<html:span class="EnSpace"/>
									Applicant’s mailing address, if different than the applicant’s physical address. The mailing address may be a post office box number or other alternate address.
								</html:p>
								<html:p>
									(E)
									<html:span class="EnSpace"/>
									Applicant’s email address, if any.
								</html:p>
								<html:p>
									(F)
									<html:span class="EnSpace"/>
									Applicant’s telephone number.
								</html:p>
								<html:p>
									(G)
									<html:span class="EnSpace"/>
									Applicant’s individual taxpayer identification number or social security number, which may be submitted to the board after submission of the application and supporting documents.
								</html:p>
								<html:p>
									(H)
									<html:span class="EnSpace"/>
									Applicant’s birthdate (month, day, and year).
								</html:p>
								<html:p>
									(I)
									<html:span class="EnSpace"/>
									The name, address, and contact information for the facility described in subdivision (l) where the applicant
						  will be employed to practice dentistry.
								</html:p>
								<html:p>
									(J)
									<html:span class="EnSpace"/>
									Verification that the information submitted by the applicant is true and correct to the best of their knowledge and belief.
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									Either of the following:
								</html:p>
								<html:p>
									(A)
									<html:span class="EnSpace"/>
									A diploma or certificate of graduation by the applicant, submitted to the program administrators directly from the issuing program, within the three years immediately preceding submission of the application, from a dental program accredited by Consejo Nacional de Educación Odontológica, A.C. Proof of dental program accreditation may be demonstrated through the online list of accredited dental program posted by Consejo Nacional de Educación Odontológica, A.C.
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									Verification that the applicant has been in full-time active clinical practice for a total of
						  at least 5,000 hours within the five years immediately preceding submission of the application. This requirement may be satisfied by submitting verification from the Asociación Dental Mexicana of the applicant’s full-time active clinical practice within the five years immediately preceding submission of the application.
								</html:p>
								<html:p>
									(3)
									<html:span class="EnSpace"/>
									(A)
									<html:span class="EnSpace"/>
									Verification that the applicant possesses a license to practice
						  dentistry that is in good standing and issued by the Secretaría de Educación Pública Dirección General de Profesiones.
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									In order to receive the license described in subparagraph (A), the applicant demonstrated competency in all of the following clinical procedures.
								</html:p>
								<html:p>
									(i)
									<html:span class="EnSpace"/>
									Oral diagnosis and treatment planning.
								</html:p>
								<html:p>
									(ii)
									<html:span class="EnSpace"/>
									Periodontics.
								</html:p>
								<html:p>
									(iii)
									<html:span class="EnSpace"/>
									Direct restorations.
								</html:p>
								<html:p>
									(iv)
									<html:span class="EnSpace"/>
									Indirect restorations.
								</html:p>
								<html:p>
									(v)
									<html:span class="EnSpace"/>
									Endodontics.
								</html:p>
								<html:p>
									(vi)
									<html:span class="EnSpace"/>
									Prosthodontics.
								</html:p>
								<html:p>
									(4)
									<html:span class="EnSpace"/>
									Verification that the applicant has satisfactorily completed either of the following:
								</html:p>
								<html:p>
									(A)
									<html:span class="EnSpace"/>
									The
						  Test of English as a Foreign Language by scoring a minimum of 85 percent.
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									The Occupational English Test by scoring
						  a minimum
						  of 350.
								</html:p>
								<html:p>
									(5)
									<html:span class="EnSpace"/>
									(A)
									<html:span class="EnSpace"/>
									If the applicant is licensed to practice dentistry in any other state, territory, province, or country other than Mexico, a certified license history record from the licensing agency. The licensing agency shall submit the license history record directly to the program administrators.
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									If the applicant has been subject to disciplinary action within the seven years directly preceding submission of the application, the board shall review that action to determine if it presents sufficient evidence of a violation of Article 4 (commencing with section 1670) to warrant the submission of additional information from the applicant or the denial of the application for participation in the program.
								</html:p>
								<html:p>
									(6)
									<html:span class="EnSpace"/>
									Two classifiable sets of fingerprints or a Live Scan inquiry to establish the identity of the
						  applicant and to permit the board to conduct a criminal history record check. The applicant shall pay any costs for furnishing the fingerprints and conducting the criminal history record check.
								</html:p>
								<html:p>
									(7)
									<html:span class="EnSpace"/>
									Certified or notarized criminal history report from each foreign state, territory, province, or country, as applicable, where the applicant has resided within the seven years directly preceding submission of the application.
								</html:p>
								<html:p>
									(8)
									<html:span class="EnSpace"/>
									Any other information as specified by the board to the extent it is required of dentist license applicants under this chapter.
								</html:p>
								<html:p>
									(d)
									<html:span class="EnSpace"/>
									(1)
									<html:span class="EnSpace"/>
									Subject to paragraph (2), no more than 30 participants shall be issued a license under this article.
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									The program administrators shall select an applicant from the alternate
						  list described in subparagraph (D) of paragraph (3) of subdivision (b) for submission to the board in either of the following events:
								</html:p>
								<html:p>
									(A)
									<html:span class="EnSpace"/>
									An application for licensure under this article is denied by the board.
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									If a participant leaves the program for any reason within 24 months from the date of license issuance, an applicant from the alternative list who is approved by the board shall fill the vacancy. A new nonrenewable three-year license shall be assigned to the replacing participant. No more than 5 participants in the cohort established pursuant to paragraph (2) of subdivision (e) who leave the program shall be replaced by a new participant, and no three-year license shall be issued under this article after 24 months from the license issuance date established under paragraph (2) of subdivision (e).

								<html:p>
									(e)

									If the board determines that an applicant has satisfied the requirements for licensure under subdivision (c), the board shall issue a nonrenewable three-year license that authorizes the holder to practice dentistry only in the facilities described in subdivision (l).
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									The licenses issued by the board under this article shall be issued as one cohort to no more than 30 participants, and the licenses shall have the same issuance and expiration dates.
								</html:p>
								<html:p>
									(3)
									<html:span class="EnSpace"/>
									(A)
									<html:span class="EnSpace"/>
									Notwithstanding Section 30, the board shall issue a license to an applicant who has not provided an individual taxpayer identification number or social security number if both of the following conditions are satisfied:
								</html:p>
								<html:p>
									(i)
									<html:span class="EnSpace"/>
									The board determines the applicant is otherwise eligible for a license.
								</html:p>
								<html:p>
									(ii)
									<html:span class="EnSpace"/>
									The applicant provides evidence to the board that the applicant has sought an appropriate three-year visa and accompanying individual taxpayer identification number or social security number.
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									A participant who has been issued a license pursuant to subparagraph (A) shall provide the board with the individual taxpayer identification number or social security number within 10 days of receipt of an individual taxpayer identification number or social security card and related visa.
								</html:p>
								<html:p>
									(C)
									<html:span class="EnSpace"/>
									The board shall revoke a license if the participant fails to comply with subparagraph (A) or (B).
								</html:p>
								<html:p>
									(f)
									<html:span class="EnSpace"/>
									Before engaging in the practice of dentistry, a participant shall submit to the board all of the following:
								</html:p>
								<html:p>
									(1)
									<html:span class="EnSpace"/>
									A certificate of completion for each of the following:
								</html:p>
								<html:p>
									(A)
									<html:span class="EnSpace"/>
									An eight-hour board-approved infection control course.
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									A two-hour board-approved course in the Dental Practice Act.
								</html:p>
								<html:p>
									(C)
									<html:span class="EnSpace"/>
									A two-hour board-approved course on the responsibilities and requirements of prescribing Schedule II opioids.
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									Current certification in basic life support provided by any of the following board-approved providers:
								</html:p>
								<html:p>
									(A)
									<html:span class="EnSpace"/>
									The American Heart Association or the American Red Cross.
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									A course taught by a provider approved by the American Dental Association’s Continuing Education Recognition Program or the Academy of General
						  Dentistry’s Program Approval for Continuing Education.
								</html:p>
								<html:p>
									(C)
									<html:span class="EnSpace"/>
									A course taught by a provider approved by the American Safety and Health Institute.
								</html:p>
								<html:p>
									(g)
									<html:span class="EnSpace"/>
									A participant shall not engage in the practice of dentistry pursuant to this article until the board issues a license pursuant to paragraph (1) of subdivision (e) and determines that the conditions in paragraph (3) of subdivision (e) and subdivision (f) have been satisfied.
								</html:p>
								<html:p>
									(h)
									<html:span class="EnSpace"/>
									(1)
									<html:span class="EnSpace"/>
									If the board determines that a participant has satisfied the requirements of paragraph (3) of subdivision (e) and subdivision (f), the board shall notify the participant and the facility identified in the license application that the participant may engage in the practice of dentistry at the facility under the license issued pursuant to paragraph (1) of subdivision (e).
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									The expiration date of the license issued pursuant to paragraph (2) of subdivision (e) shall be extended by the board in accordance with the date on which the board issues the notice of approval to engage in the practice of dentistry pursuant to this subdivision so that the participant shall be authorized to practice dentistry for three years.
								</html:p>
								<html:p>
									(i)
									<html:span class="EnSpace"/>
									For each year that a participant possesses a license issued pursuant to this article, the participant shall submit to the board by the last day of the month in which the license was issued written documentation executed by the authorized agent of the employing facility described in subdivision (l) verifying all of the following information:
								</html:p>
								<html:p>
									(1)
									<html:span class="EnSpace"/>
									The participant’s current employment status.
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									The number of
						  hours worked per week by the participant.
								</html:p>
								<html:p>
									(3)
									<html:span class="EnSpace"/>
									The facility name, address, and contact information for each location where the participant is providing dental services.
								</html:p>
								<html:p>
									(j)
									<html:span class="EnSpace"/>
									(1)
									<html:span class="EnSpace"/>
									A license issued under this article shall be subject to disciplinary action for any violation of this division. Adjudication under the Administrative Procedure Act (Chapter 5 (commencing with Section 11500) Part 1 of Division 3 of Title 2 of the Government Code) shall not be required to suspend or revoke the license.
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									The board shall immediately revoke the license if the participant is found to be practicing dentistry in California in any location other than a facility described in subdivision (l).
								</html:p>
								<html:p>
									(3)
									<html:span class="EnSpace"/>
									Upon taking disciplinary action against the license,
						  the board shall issue a notice of disciplinary action to the participant and send a copy of the notice of disciplinary action to the program administrators.
								</html:p>
								<html:p>
									(k)
									<html:span class="EnSpace"/>
									Subject to subdivision (j), a license issued under this article shall be deemed to be in
						  active, unrestricted, and good standing pursuant to the provisions of this chapter for the purpose of participation and reimbursement in all federal, state, and local health programs, including, but not limited to, all of the following:
								</html:p>
								<html:p>
									(1)
									<html:span class="EnSpace"/>
									The Medicare Program.
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									The fee-for-service system of the Medi-Cal program.
								</html:p>
								<html:p>
									(3)
									<html:span class="EnSpace"/>
									The managed care delivery system of the Medi-Cal program.
								</html:p>
								<html:p>
									(4)
									<html:span class="EnSpace"/>
									Private insurance.
								</html:p>
								<html:p>
									(
									<html:i>l</html:i>
									)
									<html:span class="EnSpace"/>
									A participant
						  shall only be employed by a federally qualified health center that meets all of the following conditions:
								</html:p>
								<html:p>
									(1)
									<html:span class="EnSpace"/>
									The center has at least one health professional shortage area or dental professional shortage area within its service area, as determined by the Department of Health Care Access and Information:
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									The center has medical quality assurance protocols.
								</html:p>
								<html:p>
									(3)
									<html:span class="EnSpace"/>
									The center is either of the following:
								</html:p>
								<html:p>
									(A)
									<html:span class="EnSpace"/>
									Accredited by any of the following:
								</html:p>
								<html:p>
									(i)
									<html:span class="EnSpace"/>
									The Joint Commission.
								</html:p>
								<html:p>
									(ii)
									<html:span class="EnSpace"/>
									The Accreditation Association for
						  Ambulatory Health Care.
								</html:p>
								<html:p>
									(iii)
									<html:span class="EnSpace"/>
									The National Committee for Quality Assurance.
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									Affiliated with a federally qualified health center that satisfies subparagraph (A).
								</html:p>
								<html:p>
									(m)
									<html:span class="EnSpace"/>
									A federally qualified health center that employs a participant shall do all of the following:
								</html:p>
								<html:p>
									(1)
									<html:span class="EnSpace"/>
									Comply with any requests from the board for information regarding the participant’s practice at the facility.
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									Continue the peer review protocols and procedures required by the federal government.
								</html:p>
								<html:p>
									(3)
									<html:span class="EnSpace"/>
									Comply with any requests from the board to produce documentation of the completed peer reviews.
								</html:p>
								<html:p>
									(4)
									<html:span class="EnSpace"/>
									Work with a board-approved dental school
						  to conduct 10 secondary peer reviews of randomly selected patient encounters with each participant per six-month period and transmit complete records, with personally identifiable patient information redacted, of those encounters to the dental school.
								</html:p>
								<html:p>
									(5)
									<html:span class="EnSpace"/>
									Provide all applicable employment benefits, salary, and policies to the participant as it provides to other current employees, including, but not limited to,
						  malpractice insurance.
								</html:p>
								<html:p>
									(n)
									<html:span class="EnSpace"/>
									(1)
									<html:span class="EnSpace"/>
									Beginning one year after the program has commenced, an evaluation of the program shall be conducted by a board-approved dental school selected by the program administrators and shall include, but shall not be limited to, an evaluation of all of the following:
								</html:p>
								<html:p>
									(A)
									<html:span class="EnSpace"/>
									Quality of care provided by participants.
								</html:p>
								<html:p>
									(B)
									<html:span class="EnSpace"/>
									Adaptability of participants to California dental standards.
								</html:p>
								<html:p>
									(C)
									<html:span class="EnSpace"/>
									Impact on working and administrative environments in the federally qualified health centers employing participants.
								</html:p>
								<html:p>
									(D)
									<html:span class="EnSpace"/>
									Impact on interpersonal relations with medical licensed counterparts in the federally qualified health centers employing participants.
								</html:p>
								<html:p>
									(E)
									<html:span class="EnSpace"/>
									Responses by patients of participants.
								</html:p>
								<html:p>
									(F)
									<html:span class="EnSpace"/>
									Impact on cultural and linguistic services.
								</html:p>
								<html:p>
									(G)
									<html:span class="EnSpace"/>
									Increases in dental encounters provided by participants with various patient populations.
								</html:p>
								<html:p>
									(H)
									<html:span class="EnSpace"/>
									Increases in the number of various patient populations seeking dental services from federally
						  qualified health centers.
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									The evaluation required by paragraph (1) shall be fully paid for by funds provided by philanthropic foundations and private donors.
								</html:p>
								<html:p>
									(o)
									<html:span class="EnSpace"/>
									The federally qualified health centers employing the participants under subdivision (m) shall pay for all of the following:
								</html:p>
								<html:p>
									(1)
									<html:span class="EnSpace"/>
									The application fee for a license issued under this article that shall be set at nine hundred five dollars ($905) and submitted to the board from the employing federally qualified health center. An application shall not be processed until receipt by the board of the application fee. The application fees collected pursuant to this paragraph shall be deposited in the State Dentistry Fund.
								</html:p>
								<html:p>
									(2)
									<html:span class="EnSpace"/>
									Costs for an applicant to furnish fingerprints for the purpose of conducting a criminal history record check.
								</html:p>
								<html:p>
									(3)
									<html:span class="EnSpace"/>
									Fees charged for certification, notarizing, copying, or other fees related to records for applicant submission to the
						  board.
								</html:p>
								<html:p>
									(4)
									<html:span class="EnSpace"/>
									Fees for participant registration in the Controlled Substance Utilization Review and Evaluation System (CURES) pursuant to Section 208. The CURES registration fees collected pursuant to this subparagraph shall be deposited into the CURES Fund.

Last Version Text Digest Existing law, the Licensed Dentists from Mexico Pilot Program, requires the Dental Board of California to issue 3-year nonrenewable permits to practice dentistry to dentists from Mexico who meet specified criteria. This bill would repeal those provisions and replace them with a new Licensed Dentists from Mexico Pilot Program. Under that new program, the bill would require the board to issue a 3-year nonrenewable license to practice dentistry to an applicant that meets certain criteria, as specified, and require participants in the program to comply with specified requirements. The bill would require specified portions of the program to be administered by representatives from a certain federally qualified health center. The bill would authorize participants to be employed only by federally qualified health centers that meet specified conditions, and would impose requirements on those centers. The bill would require an evaluation of the program to be commenced beginning one year after the program has commenced, as specified, and would prescribe the information to be included in that evaluation.
