<html:p>Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, the California State University, under the administration of the Trustees of the California State University, and the University of California, under the administration of the Regents of the University of California, as the 3 segments of public postsecondary education in the state.</html:p>
<html:p>This bill would establish, until January 1, 2032, the California-Mexico Higher Education Development and Academic Exchange Program. The bill would require the University of California, the California State University, and the California
Community Colleges to adopt a plan for up to 400 students who attend a campus of the University of California, the California State University, or the California Community Colleges to attend universities in Mexico and for 400 students who attend a university in Mexico to attend a campus of the University of California, the California State University, or the California Community Colleges. The bill would, among other things, require at least 10 campuses of the California State University to have an exchange program by January 1, 2027, and all campuses of the California State University and at a least one campus of each community college district to have an exchange program by January 1, 2029. By imposing additional duties on community college districts, the bill would impose a
state-mandated local program. The bill would require the University of California, the California State University, and the California Community Colleges to coordinate curriculum for the exchange programs. The bill would also establish the California-Mexico Higher Education Development and Academic Exchange Program Fund in the State Treasury to fund the program, as provided. The bill would require the program to become operative only upon an appropriation of funds for its purposes.</html:p>
<html:p>The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.</html:p>
<html:p>This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated
by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.</html:p>

(a)
<html:span class="EnSpace"/>
The Legislature finds and declares all of the following:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
The California-Mexico region is composed of 170,000,000 residents and represents the 5th and 12th largest economies of the world, respectively.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
There are very few policies or a long-term plan to remain as one of the most productive and competitive megaregions.
</html:p>
<html:p>
(3)
<html:span class="EnSpace"/>
A most critical issue is the almost nonexistent higher education exchange of students, faculty, researchers, and policymakers in the California-Mexico megaregion, despite the prime financial relationship that binds
them as each other’s top economic partner.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
It is the intent of the Legislature to establish an educational exchange between students from California and Mexico.

For purposes of this section, “California public universities” means the University of California, the California State University, the California Community Colleges, and their respective campuses.
</html:p>

<html:span class="EnSpace"/>
The California-Mexico Higher Education Development and Academic Exchange Program is hereby established. Commencing with the 2026–27 school year, the California public universities shall adopt a plan to have up to 400 students who attend California public
universities to attend a university in Mexico, and up to 400 students who attend universities in Mexico to attend a California public university.

The
California public universities shall coordinate curriculum for the exchange programs.
</html:p>
<html:p>

<html:span class="EnSpace"/>
(A)
<html:span class="EnSpace"/>
It is the intent of the Legislature that the University of California have an exchange program with at least one Mexican public university at each of its campuses.
</html:p>
<html:p>
(B)
<html:span class="EnSpace"/>
The California State University shall have an exchange program with at least one Mexican public university at a minimum of 10 of its campuses by January 1, 2027, and at all of its campuses by no later than January 1, 2029.
</html:p>
<html:p>
(C)
<html:span class="EnSpace"/>
Each community college district shall have an exchange program with at least one Mexican public university at a minimum of one of its campuses by no later than January 1, 2029.
</html:p>
<html:p>
(4)
<html:span class="EnSpace"/>
The participating students may be exchanged between California public universities and universities in Mexico on a one-to-one basis. Notwithstanding any other law, each public university may enter into a tuition reciprocity agreement with universities participating in the exchange program.
</html:p>
<html:p>

<html:span class="EnSpace"/>
Each participating student shall receive up to fifteen thousand dollars ($15,000) for travel and living expenses.
</html:p>

<html:span class="EnSpace"/>
The California-Mexico Higher Education Development and Academic Exchange Program Fund is hereby established in the State Treasury as a regional matching fund. It is the intent of the Legislature that forty million dollars ($40,000,000) of the fund shall be provided by California and twenty million dollars ($20,000,000) of the fund shall be provided by Mexico for a total of sixty million dollars ($60,000,000).

The California public universities may accept contributions from private sources, including private for-profit and nonprofit organizations for the purpose of supporting the
exchange programs. All contributions provided pursuant this paragraph shall be deposited in the fund.

(3)
<html:span class="EnSpace"/>
No matching fund requirement by Mexico shall be imposed as a condition of implementation of the program. Upon appropriation by the Legislature, moneys in the fund shall be allocated to student exchange programs in California public universities for purposes of the program.
