<html:p>WHEREAS, Access to quality, affordable housing is fundamental to creating healthy, safe, and sustainable communities in the State of California, supporting the California dream; and</html:p>

<html:p>WHEREAS, Rising housing costs have displaced longtime residents, forced families into overcrowded conditions, and contributed to homelessness, threatening the racial and economic diversity of the State of California; and</html:p>
