                                <html:p>WHEREAS, Afghan Americans, representing people of diverse ethnic, linguistic, and cultural heritages and whose roots trace back to the internationally recognized borders of modern-day Afghanistan, have been part of the history of the United States for more than 150 years, contributing to the nation’s growth, public services, innovation, and cultural life, and California is home to the largest Afghan American population in the country, with the San Francisco Bay area recognized as the heart of this vibrant community; and</html:p>

                                <html:p>WHEREAS, Across multiple generations, Afghan immigrants, refugees, evacuees, and their descendants have come to California seeking safety, opportunity, education, and the freedom to build stable lives for their families, and in doing so have helped shape a more inclusive and dynamic society; and</html:p>

                                <html:p>WHEREAS, Afghan Americans have strengthened the economic and civic life of California and the United States as health care professionals, educators, engineers, scientists, small business owners, members of the armed forces, attorneys, judges, artists, nonprofit leaders, public servants, and elected officials, revitalizing commercial corridors, creating jobs, and expanding access to critical services; and</html:p>

                                <html:p>WHEREAS, Afghan Americans have served with distinction in the United States Armed Forces and in national security, public safety, diplomatic, and civic roles since the American Civil War, including Private Mohammed Kahn of the 43rd New York Infantry Regiment, one of the earliest known Afghan Americans honored for military service; and</html:p>

                                <html:p>WHEREAS, Afghan Americans have advanced civil rights, social justice, and immigrant and refugee advocacy in solidarity with other historically marginalized communities, strengthening California’s democratic and civic institutions; and</html:p>

                                <html:p>WHEREAS, The community preserves and shares a profound cultural legacy shaped by the civilizations of the historic Persianate world and the crossroads of Central and South Asia through poetry, music, arts, traditional crafts, film, literature, and cuisine, and through celebrations such as Nowruz, marking the arrival of spring and symbolizing renewal, hope, and new beginnings, and draws inspiration from the teachings of Jalal al-Din Rumi, whose message of unity and humanity continues to influence the world; and</html:p>
