<html:p>Existing law requires the Office of Emergency Services to enter into a joint powers agreement, as specified, with the Department of Forestry and Fire Protection to develop and administer a comprehensive wildfire mitigation program, that, among other things, encourages cost-effective structure hardening and retrofitting that creates fire-resistant homes, businesses, and public buildings.</html:p>
<html:p>This bill would provide that it is the intent of the Legislature to enact subsequent legislation that would establish the California Wildfire Resilience Program, developed and administered by the California Alternative Energy and Advanced Transportation Financing Authority, that would consist of a loan loss reserve and interest rate buy-down program designed to increase access to, and affordability of, defensible space and home hardening modifications, as
provided.</html:p>

<ns0:Preamble>The people of the State of California do enact as follows:</ns0:Preamble>

<html:p>It is the intent of the Legislature to enact subsequent legislation that would establish the California Wildfire Resilience Program, to be developed and administered by the California Alternative Energy and Advanced Transportation Financing Authority, that would consist of a loan loss reserve and interest rate buy-down program designed to increase access to, and affordability of, defensible space and home hardening modifications by reducing the overall costs to property owners of loans issued under the program for these activities, as well as reducing the risk of wildfire-related structure loss and associated emissions of greenhouse gases and air pollution, and improving the insurability and resilience of communities. </html:p>
