<html:p>Existing law authorizes a governing body to declare a shelter crisis, as specified, and to take such action as is necessary to carry out the provisions relating to shelter crises, upon a finding by that governing body that a significant number of persons within the jurisdiction of the governing body are without the ability to obtain shelter, and that the situation has resulted in a threat to the health and safety of those persons. Existing law authorizes a political subdivision, upon a declaration described above, to allow persons unable to obtain housing to occupy designated public facilities during the duration of the state of emergency. Existing law defines terms for these purposes.</html:p>
<html:p>This bill would state the intent of the Legislature to enact the Emergency and Interim Shelter Capacity Act.</html:p>
