                        <html:p>Existing law establishes the Department of Transportation and requires it to improve and maintain the state highways, as provided.</html:p>
                        <html:p>This bill would require the department to provide written notice of certain construction or maintenance projects within the right-of-way of a state highway in a county with a population of 250,000 people of fewer to a person who resides in, or a business that is located within, 10 miles of the project limits, as specified.</html:p>

                                                                (a)
                                                                <html:span class="EnSpace"/>
                                                                For purposes of this section, the following definitions apply:
                                                        </html:p>
                                                        <html:p>
                                                                (1)
                                                                <html:span class="EnSpace"/>
                                                                “Affected resident” means a person who resides in, or a business that is located within, 10 miles of the project limits.
                                                        </html:p>
                                                        <html:p>
                                                                (2)
                                                                <html:span class="EnSpace"/>
                                                                “Rural project” means any construction or maintenance project that meets both of the following:
                                                        </html:p>
                                                        <html:p>
                                                                (A)
                                                                <html:span class="EnSpace"/>
                                                                Is planned to be performed within the right-of-way of a state highway in a county with a population of 250,000 people or fewer.
                                                        </html:p>
                                                        <html:p>
                                                                (B)
                                                                <html:span class="EnSpace"/>
                                                                Is scheduled to include a lane closure or a road closure for 14 days or more.
                                                        </html:p>
                                                        <html:p>
                                                                (b)
                                                                <html:span class="EnSpace"/>
                                                                The department shall provide written notice of a rural project to an affected resident at least 14 days before the start of the rural project. The notice shall describe the nature of the rural project, including, but not limited to, any planned closures and traffic detours.
