                        <html:p>Existing law requires the Attorney General to establish and maintain the Violent Crime Information Center to assist in the identification and the apprehension of persons responsible for specific violent crimes and for the disappearance and exploitation of persons, particularly children and dependent adults. Existing law requires the Attorney General to establish an online, automated computer system designed to effect an immediate law enforcement response to reports of missing persons. Existing law also requires the Attorney General to establish a separate and confidential historic database relating to missing children and at-risk adults, for statistical and research purposes, as specified.</html:p>
                        <html:p>This bill would state the intent of the Legislature to enact legislation authorizing the creation of a centralized clearinghouse for adults who are victims of
                online exploitation, abuse, or trafficking, as specified. </html:p>

                <ns0:Preamble>The people of the State of California do enact as follows:</ns0:Preamble>

                                        (a)
                                        <html:span class="EnSpace"/>
                                        It is the intent of the Legislature to enact legislation that would authorize the establishment and administration of a centralized clearinghouse for adults who are victims of online exploitation, abuse, or trafficking, and in accordance with existing law, appoint and fix the salaries of assistants, deputies, agents, experts, and other employees as may be necessary for the administration of the clearinghouse.

                                        It is the intent of the Legislature to enact legislation that would authorize the adoption of rules, procedures, and protocols necessary to receive, process, and refer reports of adult exploitation, and to coordinate with law enforcement, service providers, and other entities consistent with the
                  protection of victims’ privacy and safety.
