<html:p>Existing law requires the authority conferred upon boards of supervisors by certain state laws relating to county highways to be exercised subject to the limitations and restrictions prescribed by those state laws or by other laws, to be in addition to any other authority elsewhere conferred, and, except as otherwise expressly provided, to be exercised only in relation to highways within their respective counties.</html:p>

<html:p>The authority conferred upon boards of supervisors by this division shall be exercised subject to the limitations and restrictions that are prescribed by this division or by other laws, shall be in addition to any
authority elsewhere conferred, and, except as otherwise expressly provided, shall be exercised only in relation to highways within their respective counties.</html:p>
