<html:p>WHEREAS, the State of California has over fourteen billion dollars ($14,000,000,000) in unclaimed property, including uncashed checks, insurance proceeds, and other financial assets that are considered lost or abandoned when an owner cannot be located after a specified period of time; and</html:p>

<html:p>WHEREAS, for over five decades, the Controller has received hundreds of millions of dollars annually from entities unable to locate the owners, and has made a commitment to returning these financial assets to their rightful owners; and</html:p>
