                        <html:p>This measure would urge the President of the United States, the Department of Justice, the Federal Bureau of Investigation, and other federal agencies to immediately and unconditionally release all records, as specified, related to Jeffrey Epstein and his associates, and would call for the thorough investigation of individuals named in those records and, if warranted, the prosecution of those individuals. </html:p>

                                <html:p>WHEREAS, The United States is founded on the principles of justice, equality, and the rule of law, and no person, regardless of wealth, power, or political influence, is above accountability; and </html:p>

                                <html:p>WHEREAS, Jeffrey Epstein was a convicted sex offender with a documented history of human trafficking and abuse of minors, whose criminal enterprise operated over decades and may have involved numerous high-profile individuals from various sectors, including politics, business, entertainment, and international diplomacy; and </html:p>

                                <html:p>WHEREAS, The American people deserve full transparency about how such a network was able to operate in plain sight, avoid accountability, and compromise institutional integrity across government, finance, and media; and </html:p>

                                <html:p>WHEREAS, Mr. Epstein’s death in 2019 while in federal custody occurred under highly suspicious circumstances; and </html:p>

                                <html:p>WHEREAS, Many records related to Mr. Epstein’s activities remain sealed, redacted, or otherwise withheld from public view, thereby fueling mistrust in government institutions and the justice system; and </html:p>

                                        <html:i>Resolved by the Assembly and the Senate of the State of California, jointly,</html:i>
                                         That the Legislature urges the President of the United States, the United States Department of Justice, the Federal Bureau of Investigation, and all other relevant federal agencies to immediately and unconditionally release all documents, investigative files, and sealed court records related to Jeffrey Epstein and any associated individuals, unless specific, narrowly tailored redactions are required to protect ongoing prosecutions or the identities of victims; and be it further
