                                <html:p>WHEREAS, the United States Congress approved legislation, referred to as “The One, Big, Beautiful, Bill,” that makes significant cuts to federal funding for social safety net programs, including Medicaid and the Supplemental Nutrition Assistance Program (SNAP), while simultaneously providing tax cuts that disproportionately benefit billionaires and increasing the national deficit by $4 trillion; and</html:p>

                                <html:p>WHEREAS, California is the state with the largest number of beneficiaries for both Medicaid (known as Medi-Cal in California) and SNAP (known as CalFresh in California); and</html:p>

                </ns0:Whereas>

                                <html:p>WHEREAS, approximately 14.9 million Californians rely on Medi-Cal for essential healthcare coverage, and over 5.3 million Californians depend on CalFresh to combat food insecurity; and</html:p>
                        </ns0:Content>
                </ns0:Whereas>

                        <ns0:Content>
                                <html:p>WHEREAS, the cuts to Medicaid funding will result in millions of Californians losing their health coverage, reduced healthcare benefits, increased out-of-pocket costs, and significant strain on healthcare providers and hospitals across the state; and</html:p>

                </ns0:Whereas>

                                <html:p>WHEREAS, the cuts put 3.4 million Californians at risk of losing coverage including 80,000 in the 1st Congressional District, 48,000 in the 3rd Congressional District, 63,000 in the 5th Congressional District, 61,000 in the 20th Congressional District, 90,000 in the 22nd Congressional District, 79,000 in the 23rd Congressional District, 38,000 in the 40th Congressional District, 59,000 in the 41st Congressional District, and 43,000 in the 48th Congressional District; and</html:p>

                                <html:p>WHEREAS, the cuts to CalFresh exacerbate food insecurity across California, reducing the amount of food assistance available to millions of hungry children and families; and</html:p>

                        <ns0:Content>
                                <html:p>WHEREAS, the federal legislation gives people making over $1 million per year an average tax cut of $90,000 and people making over $4.3 million gain an average of $389,000 in after-tax income, while increasing taxes by double digit percentages for people making under $30,000 per year and leaving people making between $51,000 and $17,000 with $700 less on average in after-tax income; and</html:p>

                                <html:p>WHEREAS, it is the solemn duty of our elected representatives to protect and enhance the systems that safeguard the dignity, health, and economic stability of every Californian, especially the most vulnerable among us; now, therefore, be it</html:p>

                                         That this body strongly condemns “The One, Big, Beautiful Bill” for its detrimental impacts on the health, well-being, and economic security of millions of Californians; and be it further
