<html:p>WHEREAS, Buffalo Soldiers were African American regiments of the United States Army formed after the Civil War, with their service beginning in 1866, who played a critical role in the westward expansion and protection of the American frontier; and</html:p>

<html:p>WHEREAS, Buffalo Soldiers served with distinction in California, including in the Central Valley, where they were instrumental in constructing and maintaining early roads, trails, and infrastructure that supported rural communities and economic development; and</html:p>
