                                <html:p>WHEREAS, School counselors are a vital part of the education system and play a significant role in ensuring that all pupils receive the support they need to be successful in school and in life; and</html:p>

                                <html:p>WHEREAS, Annually, the nation sets aside the first week in February to recognize the unique contributions of school counselors with the 2026 theme being School Counselors Amplify Student Success; and</html:p>

                                <html:p>WHEREAS, California school counselors are employed in public and private schools to help pupils reach their full potential; and </html:p>

                                <html:p>WHEREAS, All children and youth can learn with appropriate supports and have the fundamental right to an education that meets their individual needs; and </html:p>

                                <html:p>WHEREAS, Children’s mental health and resilience are closely interconnected with their learning and postsecondary success; and </html:p>

                                <html:p>WHEREAS, School counselors provide services and coordinate programs that improve school climate and increase pupils’ sense of connectedness within the school setting; and </html:p>

                                <html:p>WHEREAS, School counselors deliver a range of services to reduce mental health stigma, identify risk factors and warning signs for pupils at risk of mental health and behavioral disorders, and provide counseling services that strengthen pupils’ prospects for success in school and life; and </html:p>

                                <html:p>WHEREAS, School counselors address trauma caused by racial injustice, economic inequity, discrimination based on disability, gender, sexual orientation, immigration status, and other systemic and societal injustices, and are uniquely positioned within school settings to promote equity, healing, and support for all pupils; and </html:p>

                </ns0:Whereas>

                        <ns0:Content>
                                <html:p>WHEREAS, School counselors provide high-quality career education programs from transitional kindergarten through grade 12 that promote the connection between learning and future career choices, including career technical education; and </html:p>

                </ns0:Whereas>
                <ns0:Whereas id="id_75DCA7C0-CAE8-4E37-90D4-4B106F8AEFF4">
                        <ns0:Content>
                                <html:p>WHEREAS, School counselors advise secondary pupils on satisfying the A–G curricular requirements for college admissions and encourage participation in college preparation programs, including, but not limited to, Advancement Via Individual Determination (AVID), Early College, and International Baccalaureate programs by increasing pupils’ awareness of careers aligned with their interests and talents so they may become productive members of society; and </html:p>

                                <html:p>WHEREAS, California school counselors support and consult with parents, teachers, and other educators to help youth explore their potential and set realistic goals; and </html:p>

                                <html:p>WHEREAS, The citizens of California should recognize the vital role that more than 13,500 school counselors play in the academic, career, social, and emotional development of the state’s children; now, therefore, be it</html:p>
