<html:p>The California Private Postsecondary Education Act of 2009 provides, among other things, for student protections and regulatory oversight of private postsecondary educational institutions in the state. The act is enforced by the Bureau for Private Postsecondary Education within the Department of Consumer Affairs. The act requires the Director of Consumer Affairs to provide biannual written updates to the Legislature that describe the bureau’s progress in protecting consumers and enforcing the act, as specified. The act is repealed on January 1, 2027.</html:p>
<html:p>This bill would instead require the director to provide those written updates to the Legislature annually.</html:p>

<html:p>It is the intent of the Legislature to evaluate the Bureau for Private Postsecondary Education through the joint legislative sunset review oversight process and to subsequently effectuate any recommendations produced through that process.</html:p>

<html:p>In addition to any other reporting requirements under this chapter, the director shall provide written updates to the Legislature annually and shall participate in all oversight hearings conducted by the appropriate policy committees and budget subcommittees of the Senate and Assembly. The updates shall describe the bureau’s progress in protecting consumers and enforcing this chapter and shall include, but not be limited to, all of the following information received pursuant to Section 325 of the Business and Professions Code:</html:p>

The total number of student complaints received.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
The general nature of these complaints.
</html:p>

(c)
<html:span class="EnSpace"/>
The outcome of these student complaints.
