<html:p>The agency shall conduct a study by surveying local, regional, and state agencies charged with implementing air quality, water quality, toxics, solid waste, and hazardous waste laws and regulations to determine how much revenue is derived from fines and penalties and to what purposes that revenue is directed. The study should include a review of the extent to which those funds are used to support
local, regional, and state agency operations.</html:p>
