                        <html:p>Existing law establishes the State Board of Education and requires the state board to study educational conditions and needs of the state and to make plans for the improvement of the administration and efficiency of the public schools of the state. Existing law establishes the State Department of Education under the administration of the Superintendent of Public Instruction and assigns to the department numerous responsibilities relating to the governance of the public elementary and secondary schools in the state.</html:p>
                        <html:p>This bill would require the Legislative Analyst’s Office, on or before December 1 of each year, and as a component of the assessment of the state budget, to assess and publicly report to the Legislature and the Governor the state’s progress in closing pupil academic achievement gaps and to include recommendations of actions that the
                state can take to meet its performance targets proposed to be established by ____. The bill would require the Legislative Analyst’s Office to consult with education stakeholders to develop the annual report.</html:p>

                                                                        (a)
                                                                        <html:span class="EnSpace"/>
                                                                        (1)
                                                                        <html:span class="EnSpace"/>
                                                                        Notwithstanding Section 10231.5 of the Government Code, on or before December 1 of each year, the Legislative Analyst’s Office shall, as a component of the assessment of the state budget, assess and publicly report to the Legislature and the Governor the state’s progress in closing pupil academic achievement gaps and shall include recommendations on actions that the state can take to meet its performance targets established pursuant to Section ____, added by ____ of the 2025–26 Regular Session.

                                                                        <html:span class="EnSpace"/>
                                                                        To meet the requirements of paragraph (1), the Legislative Analyst’s Office shall include, but not be limited to, all of the following:
                                                                </html:p>
                                                                <html:p>
                                                                        (A)
                                                                        <html:span class="EnSpace"/>
                                                                        A review and
                                         assessment of whether the prior year’s adopted budget aligns with the Closing the Achievement Gap State Operations and Support Plan developed pursuant to Section ____, as proposed by ____ of the 2025–26 Regular Session.

                                                                        (B)
                                                                        <html:span class="EnSpace"/>
                                                                        An assessment of new and existing unfunded or partially funded mandates or state requirements on local educational agencies and whether those mandates and requirements contribute to, or interfere with, local educational agencies’ ability to close the achievement gap, including whether those mandates and requirements align with the Closing the Achievement Gap State Operations and Support Plan.

                                                                        (C)
                                                                        <html:span class="EnSpace"/>
                                                                        An evaluation of state support efforts and the efficacy of state-run and state-directed programs aimed at improving pupil outcomes and closing the achievement gap.

                                                                <html:p>
                                                                        (D)
                                                                        <html:span class="EnSpace"/>
                                                                        Any barriers that local educational
                                         agencies face in closing the achievement gap.

                                                                        (3)
                                                                        <html:span class="EnSpace"/>
                                                                        The report required by paragraph (1) shall be submitted in compliance with Section 9795 of the Government Code.

                                                                        (b)
                                                                        <html:span class="EnSpace"/>
                                                                        The Legislative Analyst’s Office shall consult with education stakeholders to develop the annual report required pursuant to subdivision (a).
