                        <html:p>Existing law establishes the State Board of Education and requires the state board to study educational conditions and needs of the state and to make plans for the improvement of the administration and efficiency of the public schools of the state. Existing law establishes the State Department of Education under the administration of the Superintendent of Public Instruction and assigns to the department numerous responsibilities relating to the governance of the public elementary and secondary schools in the state.</html:p>
                        <html:p>This bill would require a working group, proposed to be established by Assembly Bill 2225 of the 2025–26 Regular Session, to include as part of a report to the Governor and the Legislature, proposed to be required by Assembly Bill 2225 of the 2025–26 Regular Session, recommendations for the development of a State of the Achievement Gap Dashboard that would be annually updated to assess the state in its progress towards closing pupil academic achievement gaps. The bill would require the recommendations to include a series of specified proposed metrics, as provided.</html:p>

                <ns0:Preamble>The people of the State of California do enact as follows:</ns0:Preamble>

                        <ns0:Num>SECTION 1.</ns0:Num>

                                        (a)
                                        <html:span class="EnSpace"/>
                                        The Legislature finds and declares that it is the priority of the state to close pupil academic achievement gaps.
                                </html:p>
                                <html:p>
                                        (b)
                                        <html:span class="EnSpace"/>
                                        It is the intent of the Legislature that a dashboard known as the State of the Achievement Gap Dashboard is established as follows:

                                        (1)
                                        <html:span class="EnSpace"/>
                                        The purpose of the dashboard will be to provide a clear and concise method of informing the public of the state’s progress in implementing the plan to support the efforts of local educational agencies in
                                closing pupil academic achievement gaps.
                                </html:p>

                                        (2)
                                        <html:span class="EnSpace"/>
                                        The dashboard will be a mechanism developed by the working group established pursuant to subdivision (b) of Section 52090 of the Education Code, as proposed by Assembly Bill 2225 of the 2025–26 Regular Session.

                                        <html:span class="EnSpace"/>
                                        The goal of the dashboard will be to provide an easy to use and easy to understand set of metrics that the public may use to assess the progress the state is making in implementing and advancing its operations and support to help local educational agencies close pupil academic achievement gaps.

                                                                <html:p>The working group established pursuant to subdivision (b) of Section 52090, added by Assembly Bill 2225 of the 2025–26 Regular Session, shall include, as part of the report required to be submitted to the Governor and the Legislature, pursuant to subdivision (e) of Section 52090, added by Assembly Bill 2225 of the 2025–26 Regular Session, recommendations for the development of a State of the Achievement Gap Dashboard that would be annually updated to assess the state in its progress towards closing pupil academic achievement gaps. The dashboard recommendations shall include, but not be limited to, a series of proposed metrics that assess all of the following:</html:p>

                                                                        Local support, service quality, and accessibility of supportive state programs.
                                                                </html:p>
                                                                <html:p>
                                                                        (b)
                                                                        <html:span class="EnSpace"/>
                                                                        State program evaluation and effectiveness.
                                                                </html:p>
                                                                <html:p>
                                                                        (c)
                                                                        <html:span class="EnSpace"/>
                                                                        Operational efficiency, collaboration and communication, and continuous improvement among state entities.
                                                                </html:p>
                                                                <html:p>
                                                                        (d)
                                                                        <html:span class="EnSpace"/>
                                                                        Financial support.
                                                                </html:p>
                                                                <html:p>
                                                                        (e)
                                                                        <html:span class="EnSpace"/>
                                                                        State transparency and accountability.
                                                                </html:p>
                                                                <html:p>
                                                                        (f)
                                                                        <html:span class="EnSpace"/>
                                                                        The department’s governance structure and its programs, policies, regulations, and initiatives.
