<ns0:Title>An act to add and repeal Article 6.6 (commencing with Section 8594.20) of Chapter 7 of Division 1 of Title 2 of the Government Code, relating to public safety.</ns0:Title>

<html:p>Existing law requires the Office of Emergency Services to establish, and oversee the development, approval, and adoption of, the California Olympic and Paralympic Public Safety Command to facilitate the planning, resourcing, management, and delivery of safety and security at the 2028 Olympic and Paralympic Games in Los Angeles, as specified. Existing law requires the office to enter into a memorandum of understanding with the Los Angeles Organizing Committee for the 2028 Olympic and Paralympic Games, and with other necessary parties, to implement these requirements, as specified.</html:p>
<html:p>This bill would require the office, in collaboration with the host counties
and any relevant host committee or partner, to prepare for the planning, resourcing, management, and delivery of safety and security at and around certain mega sporting events or any official watch party, as specified. The bill would require the office to enter into a memorandum of understanding with the host counties and any other necessary party to implement these provisions by January 1, 2027. The bill would
repeal these provisions on January 1, 2030.</html:p>
<html:p>This bill would make legislative findings and declarations as to the necessity of a special statute for the host counties.</html:p>
<html:p>The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by the state. Statutory provisions establish procedures for making that reimbursement.</html:p>
<html:p>This bill would provide that, if the Commission on State Mandates determines that the bill contains costs mandated by the state, reimbursement for those costs shall be made pursuant to the statutory provisions noted above.</html:p>

(a)
<html:span class="EnSpace"/>
For purposes of this article:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
“Mega sporting event” means any of the following:
</html:p>
<html:p>
(A)
<html:span class="EnSpace"/>
Super Bowl LXI 2027.
</html:p>
<html:p>
(B)
<html:span class="EnSpace"/>
The 2028 Summer
Olympic Games.
</html:p>
<html:p>
(C)
<html:span class="EnSpace"/>
The 2028 Paralympic Games.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
“Office” means the Office of Emergency Services.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
The office shall, in collaboration with the
host counties and any relevant host committee or
partner, prepare for the planning, resourcing, management, and delivery of safety and security at and around a mega sporting event and any official watch party.

(c)
<html:span class="EnSpace"/>
In complying with subdivision (b), the office shall consider all of the following:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
The work of the office’s Large Stadium Initiative.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
The office’s experience implementing federal National Special Security Event planning and preparedness activities.
</html:p>
<html:p>
(3)
<html:span class="EnSpace"/>
Strategies that increase
public safety and reduce risks associated with all of the following:
</html:p>
<html:p>
(A)
<html:span class="EnSpace"/>
Human trafficking.
</html:p>
<html:p>
(B)
<html:span class="EnSpace"/>
Racism, sexism, and other forms of discrimination.
</html:p>
<html:p>
(C)
<html:span class="EnSpace"/>
Any other safety issue that might arise in connection with a national-level sporting event.
</html:p>
<html:p>

<html:span class="EnSpace"/>

<html:span class="EnSpace"/>
By January 1, 2027, the office shall enter into a memorandum of understanding with the host counties and any other necessary party to implement this section.

(2)
<html:span class="EnSpace"/>
The memorandum required by paragraph (1) shall comply with the Master Mutual Aid Agreement.
</html:p>
<html:p>
(e)
<html:span class="EnSpace"/>
This article shall remain in effect only until January 1, 2030, and as of that date is repealed.

<ns0:Num>SEC. 2.</ns0:Num>
<ns0:Content>
<html:p>The Legislature finds and declares that a special statute is necessary and that a general statute cannot be made applicable within the meaning of Section 16 of Article IV of the California Constitution because Super Bowl LXI 2027, the 2028 Summer Olympic Games, and the 2028 Paralympic Games will take place in the host counties.</html:p>

<ns0:Num>SEC. 3.</ns0:Num>
<ns0:Content>
<html:p>If the Commission on State Mandates determines that this act contains costs mandated by the state, reimbursement to local agencies and school districts for those costs shall be made pursuant to Part 7 (commencing with Section 17500) of Division 4 of Title 2 of the Government Code.</html:p>
