<html:p>Existing law establishes the Instructional Quality Commission and requires the commission to, among other things, recommend curriculum frameworks and the adoption of instructional materials to the State Board of Education.</html:p>
<html:p>Existing law requires the commission to consider incorporating the Model Library Standards into the next revision of the English language arts/English language development (ELA/ELD) curriculum framework after January 1, 2024, and to also consider incorporating media literacy content at each grade level. Existing law requires the commission to consider including the Model Library Standards, including media literacy content, in its criteria for evaluating instructional materials when the state board next adopts ELA/ELD instructional materials after January 1, 2025.</html:p>
<html:p> Existing law requires
the commission to consider incorporating media literacy content into the mathematics, science, and history-social science curriculum frameworks when those frameworks are next revised after January 1, 2024. Existing law requires the commission to consider including media literacy content in its criteria for evaluating instructional materials when the state board next adopts mathematics, science, and history-social science instructional materials after January 1, 2025.</html:p>
<html:p> Existing law defines media literacy, for the above-described purposes, as the ability to access, analyze, evaluate, and use media and information and encompasses the foundational skills that lead to digital citizenship.</html:p>
<html:p>This bill would specify that those skills include, but are not limited to, an understanding of, among other things, time management and healthy behaviors on social media, the permanency of sharing material online, and how to maintain personal
security and identify cyberbullying, predatory behavior, and human trafficking on the internet.</html:p>

(a)
<html:span class="EnSpace"/>
For purposes of this section, the following definitions apply:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
“Artificial Intelligence (AI) literacy” means the knowledge, skills, and attitudes associated with how artificial intelligence works, including its principles, concepts, and applications, as well as how to use artificial intelligence, including its limitations, implications, and ethical considerations.
</html:p>

<html:span class="EnSpace"/>
“Digital citizenship” means a diverse set of skills related to current technology and social media, including the norms of appropriate, responsible, and healthy behavior.
</html:p>
<html:p>
(3)
<html:span class="EnSpace"/>
“Media literacy” means the ability to access, evaluate, analyze, and use media and
information and encompasses the foundational skills that lead to digital
citizenship, including, but not limited to, an understanding of all of the following:

(A)
<html:span class="EnSpace"/>
Time management and healthy behaviors on social media.
</html:p>
<html:p>
(B)
<html:span class="EnSpace"/>
The negative effects of social media on mental health, including, but not limited to, addiction.
</html:p>
<html:p>
(C)
<html:span class="EnSpace"/>
The distribution of information on social media.
</html:p>
<html:p>
(D)
<html:span class="EnSpace"/>
How social media can manipulate behavior.
</html:p>
<html:p>
(E)
<html:span class="EnSpace"/>
The permanency of sharing materials online.
</html:p>
<html:p>
(F)
<html:span class="EnSpace"/>
How to maintain personal security and identify cyberbullying, predatory behavior, and human trafficking on the
internet.
</html:p>
<html:p>
(G)
<html:span class="EnSpace"/>
How to report suspicious behavior encountered on the internet to the appropriate authorities.

<html:span class="EnSpace"/>
When the English language arts/English language development (ELA/ELD) curriculum framework is next revised after January 1, 2024, the commission shall consider incorporating the Model Library Standards developed pursuant to Section 18101. The commission shall also consider incorporating media literacy content at each grade level.

adopted by the state board after January 1, 2025, the commission shall consider including the Model Library Standards, developed pursuant to Section 18101, including media literacy content, in its criteria for evaluating instructional materials.

When mathematics, science, and history-social science instructional materials are next adopted by the state board after January 1, 2025, the commission shall consider including media literacy content in its criteria for evaluating instructional materials.

The commission shall consider incorporating AI literacy content into the mathematics, science, and history-social science curriculum frameworks when those frameworks are next revised after January 1, 2025.

<html:span class="EnSpace"/>
When mathematics, science, and history-social science instructional materials are
next adopted by the state board after January 1, 2025, the commission shall consider including AI literacy in its criteria for evaluating instructional materials.
