                        <html:p>Existing law requests the University of California to establish the California Health Benefit Review Program to assess legislation proposing to mandate a health care benefit or service or repeal a mandated benefit or service and to prepare a written analysis, as specified.</html:p>
                        <html:p>This bill would state the intent of the Legislature to enact legislation to identify an independent, nonpartisan body to estimate the cost of legislative proposals that require new services or activities by health care providers and ensure a written analysis of these proposals is published, among other things. The bill would also make related findings and declarations.</html:p>

                <ns0:Preamble>The people of the State of California do enact as follows:</ns0:Preamble>

                        <ns0:Num>SECTION 1.</ns0:Num>
                        <ns0:Content>
                                <html:p>
                                        (a)
                                        <html:span class="EnSpace"/>
                                        The Legislature finds and declares that there is an increasing number of legislative proposals that mandate health care providers to provide specific services or activities. The Legislature further finds and declares that some of these services or activities could potentially result in better health outcomes that would be in the public interest. However, the Legislature also recognizes that the costs of these services and activities contribute to the affordability of health care. Therefore, it is the intent of the Legislature that an independent, nonpartisan body conduct a systematic review for costs of proposed legislation requiring new services or operational activities that affect providers before enactment of the legislation. This review will assist the Governor and the
                  Legislature in determining whether mandating a particular service or activity is in the public interest.

                                        (b)
                                        <html:span class="EnSpace"/>
                                        It is the intent of the Legislature to enact legislation to do all of the following:
                                </html:p>
                                <html:p>
                                        (1)
                                        <html:span class="EnSpace"/>
                                        Assure that all residents of this state have reasonable access to affordable, high-quality, and equitable health care.
                                </html:p>
                                <html:p>
                                        (2)
                                        <html:span class="EnSpace"/>
                                        Facilitate the provision of high-quality, cost-effective, and equitable health care services by providing current, credible data and information to the Governor and the Legislature for the purpose of evaluating proposed legislation.
                                </html:p>
                                <html:p>
                                        (3)
                                        <html:span class="EnSpace"/>
                                        Identify an independent, nonpartisan body with the requisite capabilities to estimate the cost to Californians of legislative proposals that require new services or activities by health care
                  providers.
                                </html:p>
                                <html:p>
                                        (4)
                                        <html:span class="EnSpace"/>
                                        To ensure that the independent, nonpartisan body publishes a written analysis of legislative proposals that significantly affect the public health, delivery and administration of health care services, costs of health care services, health care affordability, and financial stability of health care providers.
