                        <html:p>Existing law establishes a system of public elementary and secondary schools in this state and authorizes local educational agencies throughout the state to operate schools and provide instruction to pupils in kindergarten and grades 1 to 12, inclusive. Existing law establishes various programs for the recruitment of teachers. Existing law establishes the Bilingual Teacher Professional Development Program, administered by the State Department of Education in consultation with the Commission on Teacher Credentialing, for teachers seeking to provide instruction in bilingual and multilingual settings.</html:p>
                        <html:p>This bill would require the department, in consultation
                         with the commission, to establish an online database for purposes of connecting the preparation, credentialing, and long-term retention of teachers seeking to provide instruction in bilingual and multilingual settings and require the database to, among other things, track local educational agencies, as defined, capable of employing teachers seeking to provide instruction in bilingual and multilingual settings, as provided. The bill would state the Legislature’s intent to build a statewide bilingual teacher pipeline for specified purposes, including, among other purposes, for purposes of using eligible grant programs to address the bilingual teacher shortage.</html:p>

                                                                <html:p>For purposes of this chapter, “local educational agency” means a school district, county office of education, or charter school.</html:p>

                                                                        <html:span class="EnSpace"/>
                                                                        The department shall, in consultation with the Commission on Teacher Credentialing, establish an online database, to be known as the Bilingual Clinical Placement Registry, for the purpose of connecting the preparation, credentialing, and long-term retention of teachers seeking to provide instruction in bilingual and multilingual settings. The Bilingual Clinical Placement Registry shall do all of the following:

                                                                        Track local educational agencies capable of employing teachers seeking to provide instruction in bilingual and multilingual settings.

                                                                        Use relevant grants and initiatives data, including data from the Golden State Education and Training Grant Program and the
                                                  California Longitudinal Teacher Integrated Data Education System.

                                                                        <html:span class="EnSpace"/>
                                                                        Map teacher supply pipelines against the anticipated workforce needs of the state.

                                                                        Information provided for purposes of implementing and maintaining the Bilingual Clinical Placement Registry shall be provided in a manner that is consistent with state and federal privacy laws.

                                                                <html:p>It is the intent of the Legislature to build a statewide bilingual teacher pipeline for purposes of recruiting students who have received the State Seal of Biliteracy, strengthening partnerships between local educational agencies and their local community colleges and universities, and using eligible grant programs to address the bilingual teacher shortage.</html:p>
