                        <html:p>Existing law requires the governing board of each school district to adopt a local control and accountability plan (LCAP) using a template adopted by the State Board of Education. Existing law requires the governing board of each school district to update its LCAP before July 1 of each year and requires that annual update to be developed using a template adopted by the state board.</html:p>
                        <html:p>Existing law establishes the California Longitudinal Pupil Achievement Data System (CalPADS) and requires, among other things, the State Department of Education, in consultation with the Department of Finance and the Legislative Analyst’s Office, to include data on a quarterly rate of pupil attendance in the system, if federal funds are received for this purpose.</html:p>
                        <html:p>This bill would require the Legislative Analyst’s Office to review existing required reports, planning documents, and deadlines associated with those reports and documents, and to prepare a report that includes recommendations to reduce and remove conflicting or redundant reports and reporting deadlines, as provided, recommendations for a statewide data
                         submission portal, as provided, and a statewide accountability calendar that identifies all recommended reporting deadlines. The bill would require the Legislative Analyst’s Office, on or before July 1, 2027, to submit the report to the appropriate budget and policy committees of the Legislature and to the Governor. The bill would also require the State Department of Education, on or before July 1 of each year thereafter, to update the statewide accountability calendar.</html:p>

                                                        <html:p>
                                                                (a)
                                                                <html:span class="EnSpace"/>
                                                                The Legislature finds and declares both of the following:
                                                        </html:p>
                                                        <html:p>
                                                                (1)
                                                                <html:span class="EnSpace"/>
                                                                The multiplicity of procedures, portals, and timelines for submission of required compliance and expenditure reports by local educational agencies imposes burdens on the time, human resources, and funding of public schools.
                                                        </html:p>
                                                        <html:p>
                                                                (2)
                                                                <html:span class="EnSpace"/>
                                                                Better aligned and coherent reporting mechanisms and methodologies will reduce these burdens, result in more complete, uniform, and quality data, and further the purposes of the statewide system of support.
                                                        </html:p>
                                                        <html:p>
                                                                (b)
                                                                <html:span class="EnSpace"/>
                                                                The purpose of this section is to accomplish both of the following goals:
                                                        </html:p>
                                                        <html:p>
                                                                (1)
                                                                <html:span class="EnSpace"/>
                                                                Reduce the duplication and burden of reporting requirements on local educational agencies.
                                                        </html:p>
                                                        <html:p>
                                                                (2)
                                                                <html:span class="EnSpace"/>
                                                                Improve coherence in the statewide system of support and the quality and utility of information.
                                                        </html:p>
                                                        <html:p>
                                                                (c)
                                                                <html:span class="EnSpace"/>
                                                                In order to accomplish the goals specified in subdivision (b), the Legislative Analyst’s Office, shall do all of the following:
                                                        </html:p>
                                                        <html:p>
                                                                (1)
                                                                <html:span class="EnSpace"/>
                                                                Review existing required reports and planning documents, including, but not limited to, the California Longitudinal Pupil Achievement Data System and the reporting requirements of a local control and accountability plan.
                                                        </html:p>
                                                        <html:p>
                                                                (2)
                                                                <html:span class="EnSpace"/>
                                                                Review reporting deadlines for local educational agencies across and within state agencies, departments, and offices.
                                                        </html:p>
                                                        <html:p>
                                                                (3)
                                                                <html:span class="EnSpace"/>
                                                                (A)
                                                                <html:span class="EnSpace"/>
                                                                Prepare a report that includes all of the following:
                                                        </html:p>
                                                        <html:p>
                                                                (i)
                                                                <html:span class="EnSpace"/>
                                                                Recommendations to reduce and remove conflicting or redundant reports and reporting deadlines to allow local educational agencies sufficient time to plan, prepare for, and meet the reporting requirements.
                                                        </html:p>
                                                        <html:p>
                                                                (ii)
                                                                <html:span class="EnSpace"/>
                                                                (I)
                                                                <html:span class="EnSpace"/>
                                                                Recommendations for a statewide data submission portal that would allow a local educational agency to enter reporting information once, and that could be used to generate multiple reports.
                                                        </html:p>
                                                        <html:p>
                                                                (II)
                                                                <html:span class="EnSpace"/>
                                                                In preparing the recommendations pursuant to subclause (I), the Legislative Analyst’s Office shall confer with the department and research data submission portals in use in other states.
                                                        </html:p>
                                                        <html:p>
                                                                (iii)
                                                                <html:span class="EnSpace"/>
                                                                A statewide reporting calendar that identifies all deadlines recommended for retention pursuant to clause (i).
                                                        </html:p>
                                                        <html:p>
                                                                (B)
                                                                <html:span class="EnSpace"/>
                                                                In preparing the report described in subparagraph (A), the Legislative Analyst’s Office shall solicit and incorporate feedback from statewide organizations, including, but not limited to, organizations representing the following:
                                                        </html:p>
                                                        <html:p>
                                                                (i)
                                                                <html:span class="EnSpace"/>
                                                                School boards.
                                                        </html:p>
                                                        <html:p>
                                                                (ii)
                                                                <html:span class="EnSpace"/>
                                                                County offices of education.
                                                        </html:p>
                                                        <html:p>
                                                                (iii)
                                                                <html:span class="EnSpace"/>
                                                                School administrators.
                                                        </html:p>
                                                        <html:p>
                                                                (iv)
                                                                <html:span class="EnSpace"/>
                                                                School business officers.
                                                        </html:p>
                                                        <html:p>
                                                                (v)
                                                                <html:span class="EnSpace"/>
                                                                Small school districts.
                                                        </html:p>
                                                        <html:p>
                                                                (vi)
                                                                <html:span class="EnSpace"/>
                                                                Medium-sized school districts.
                                                        </html:p>
                                                        <html:p>
                                                                (vii)
                                                                <html:span class="EnSpace"/>
                                                                Large school districts.
                                                        </html:p>
                                                        <html:p>
                                                                (viii)
                                                                <html:span class="EnSpace"/>
                                                                Labor unions.
                                                        </html:p>
                                                        <html:p>
                                                                (d)
                                                                <html:span class="EnSpace"/>
                                                                (1)
                                                                <html:span class="EnSpace"/>
                                                                On or before July 1, 2027, the Legislative Analyst’s Office shall submit the report prepared pursuant to paragraph (3) of subdivision (c) to the appropriate budget and policy committees of the Legislature and to the Governor.

                                                                (2)
                                                                <html:span class="EnSpace"/>
                                                                The report submitted pursuant to paragraph (1) shall be submitted in compliance with section 9795 of the Government Code.
                                                        </html:p>
                                                        <html:p>
                                                                (e)
                                                                <html:span class="EnSpace"/>
                                                                On or before July 1, 2028, and on or before July 1 of each year thereafter, the department shall update the statewide reporting calendar.
                                                        </html:p>
                                                        <html:p>
                                                                (f)
                                                                <html:span class="EnSpace"/>
                                                                For purposes of this section, “local educational agency”
                                                means a school district, county office of education, or charter school.
