                        <html:p>Existing law establishes the policy of the state to modernize the state’s electrical transmission and distribution system to maintain safe, reliable, efficient, and secure electrical service, with infrastructure that can meet future growth in demand and achieve certain objectives, including the deployment and integration of cost-effective advanced electricity storage and peak-shaving technologies, as specified. Existing law requires the Public Utilities Commission, in consultation with certain entities, to determine the requirements for a smart grid deployment plan consistent with that policy and federal law, as specified.</html:p>
                        <html:p>This bill would repeal from those policy objectives the deployment and integration of cost-effective advanced electricity storage and peak-shaving technologies.</html:p>

                                                        <html:p>It is the policy of the state to modernize the state’s electrical transmission and distribution system to maintain safe, reliable, efficient, and secure electrical service, with infrastructure that can meet future growth in demand and achieve all of the following, which together characterize a smart grid:</html:p>
                                                        <html:p>
                                                                (a)
                                                                <html:span class="EnSpace"/>
                                                                Increased use of cost-effective digital information and control technology to improve reliability, security, and efficiency of the electrical grid.
                                                        </html:p>
                                                        <html:p>
                                                                (b)
                                                                <html:span class="EnSpace"/>
                                                                Dynamic optimization of grid operations and resources, including
                                  appropriate consideration for asset management and utilization of related grid operations and resources, with cost-effective full cyber security.
                                                        </html:p>
                                                        <html:p>
                                                                (c)
                                                                <html:span class="EnSpace"/>
                                                                Deployment and integration of cost-effective distributed resources and generation, including renewable resources.
                                                        </html:p>
                                                        <html:p>
                                                                (d)
                                                                <html:span class="EnSpace"/>
                                                                Development and incorporation of cost-effective demand response, demand-side resources, and energy-efficient resources.
                                                        </html:p>
                                                        <html:p>
                                                                (e)
                                                                <html:span class="EnSpace"/>
                                                                Deployment of cost-effective smart technologies, including real time, automated, interactive technologies that optimize the physical operation of appliances and consumer devices for metering, communications concerning grid operations and status, and distribution automation.

                                                                Integration of cost-effective smart appliances and consumer devices.

                                                                (g)

                                                                Provide consumers with timely information and control options.

                                                                (h)
                                                                <html:span class="EnSpace"/>
                                                                Develop standards for communication and interoperability of appliances and equipment connected to the
                                  electrical grid, including the infrastructure serving the grid.

                                                                <html:span class="EnSpace"/>
                                                                Identification and lowering of unreasonable or unnecessary barriers to adoption of smart grid technologies, practices, and services.
