<html:p>Existing law, the Local Agency Public Construction Act, sets forth procedures that a local agency is required to follow when procuring certain services or work. Existing law authorizes certain local agencies to engage in job order contracting, as prescribed.</html:p>
<html:p>This bill would authorize the city council to award individual annual job order contracts, not to exceed $500,000, as specified, for repair, remodeling, or other repetitive work to be done according to unit prices. The bill would prohibit, among other things, annual contracts from being awarded for any new construction. The bill would require the contracts to be awarded to the lowest responsible bidder and be based on plans and specifications for typical work. </html:p>

(a)
<html:span class="EnSpace"/>
Notwithstanding any other law, the city council may award individual annual job order contracts, none of which shall exceed five hundred thousand dollars ($500,000), as adjusted annually to reflect the percentage change in the California Consumer Price Index, for repair, remodeling, or other repetitive work to be done according to unit prices.

Annual contracts shall not be awarded for any new construction.

(c)
<html:span class="EnSpace"/>
The contracts shall be awarded to the lowest responsible bidder and shall be based on plans and specifications for typical work.

No project shall be performed under the contract except by order of the city council or an officer acting pursuant to authority.
