<html:p>Existing law establishes the California Health and Human Services Agency, headed by the Secretary of California Health and Human Services. Existing law further establishes, within the agency, a number of departments and other entities, including the State Department of Social Services. Under existing law, these departments oversee the provision of various services to children and a number of programs serving children including, among others, the provision of family preservation services.</html:p>
<html:p>This bill would establish, within the California Health and Human Services Agency, the California Child Poverty Reduction Advisory Council. The bill would require the State Department of Social Services to staff and administer the council. The bill would require the council to be cochaired by the Secretary of the California Health and Human Services Agency and the
Director of Social Services, or their designees, and would specify the membership of the council, which would include 18 members, as specified. The bill would establish the duties of the council, including, among other things, the duty to evaluate the impacts of various types of policy proposals that would affect children and to submit an analysis of budget provisions expected to affect child poverty and child well-being within 10 days of the release of both the Governor’s annual budget proposal and the May Revision. The bill would also require the council to submit various reports to the Legislature, including, among others, an initial report by July 1, 2027.</html:p>

<ns0:Num>SECTION 1.</ns0:Num>

(a)

The Legislature finds and declares all of the following:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
California is home to millions of children facing economic hardship, health disparities, educational inequities, and gaps in access to essential services.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
Child poverty imposes long-term social and economic costs on families, communities, and the state as a whole.
</html:p>
<html:p>
(3)
<html:span class="EnSpace"/>
The state lacks a unified structure dedicated to reducing child poverty, coordinating child-serving programs, and reviewing the statewide impacts of budgetary and legislative decisions on children.
</html:p>
<html:p>
(4)
<html:span class="EnSpace"/>
The California Health Benefits Review Program provides a proven framework for rapid and independent legislative analysis. A similar framework is needed to analyze the impacts of legislation on children.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
It is the intent of the Legislature in enacting this act to reduce child poverty in California by 50 percent within 10 years and to ensure that all major legislation affecting children is reviewed for evidence-based impacts.

The California Child Poverty Reduction Advisory Council is hereby established within the California Health and Human Services Agency.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
The State Department of Social Services shall provide staff for and administer the council.
</html:p>
<html:p>
(c)
<html:span class="EnSpace"/>
The council shall convene no later than April 1, 2027.

(a)

The council shall be cochaired by both of the following:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
The Secretary of California Health and Human Services or their designee.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
The Director of Social Services or their designee.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
The council shall be made up of 18 members, as follows:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
The Governor shall appoint 14 members to the council, including all of the following:
</html:p>
<html:p>
(A)
<html:span class="EnSpace"/>
One representative from each of the following:
</html:p>
<html:p>
(i)
<html:span class="EnSpace"/>
The State Department of Social
Services.
</html:p>
<html:p>
(ii)
<html:span class="EnSpace"/>
The State Department of Health Care Services.
</html:p>
<html:p>
(iii)
<html:span class="EnSpace"/>
The State Department of Education.
</html:p>
<html:p>
(iv)
<html:span class="EnSpace"/>
The State Board of Education.
</html:p>
<html:p>
(v)
<html:span class="EnSpace"/>
The California Interagency Council on Homelessness.
</html:p>
<html:p>
(vi)
<html:span class="EnSpace"/>
The California Cradle-to-Career Data System.
</html:p>
<html:p>
(vii)
<html:span class="EnSpace"/>
A county or regional human services agency.
</html:p>
<html:p>
(viii)
<html:span class="EnSpace"/>
A statewide nonprofit focused on ending child poverty.
</html:p>
<html:p>
(ix)
<html:span class="EnSpace"/>
A California Promise Neighborhood or similar place-based initiative.
</html:p>
<html:p>
(x)
<html:span class="EnSpace"/>
An
organization representing immigrant families.
</html:p>
<html:p>
(B)
<html:span class="EnSpace"/>
Two individuals with lived experience of child or family poverty.
</html:p>
<html:p>
(C)
<html:span class="EnSpace"/>
One youth representative who is 16 to 25 years of age, inclusive.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
The Speaker of the Assembly shall appoint two members to the council.
</html:p>
<html:p>
(3)
<html:span class="EnSpace"/>
The President pro Tempore of the Senate shall appoint two members to the council.
</html:p>
<html:p>
(c)
<html:span class="EnSpace"/>
Members of the council shall serve without compensation except for reimbursement of reasonable travel expenses.
</html:p>

(d)
<html:span class="EnSpace"/>

<html:span class="EnSpace"/>
A vacancy occurs upon the resignation, death, removal, or failure of a member to attend three consecutive meetings without good cause. An
appointing authority may remove a member for misconduct, neglect of duty, chronic nonattendance, change of employment, conflict of interest, or conduct inconsistent with the mission of the council. A vacancy shall be filled by the original appointing authority within 60 days.

A vacant seat shall not count toward a quorum.

<html:p>The council shall do all of the following:</html:p>
<html:p>
(a)
<html:span class="EnSpace"/>
Develop and publish a comprehensive plan with annual benchmarks to reduce statewide child poverty by 50 percent within 10 years.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
Evaluate the impacts of policy proposals, including, but not limited to, expansion of refundable tax credits, guaranteed income or cash plus supports, affordable and subsidized childcare, housing and homelessness prevention, nutrition programs, behavioral health supports, workforce, and living wage pathways.
</html:p>
<html:p>
(c)
<html:span class="EnSpace"/>
Submit an analysis of proposed budget provisions expected to affect child poverty and child well-being within 10 days of the release of both the
Governor’s annual Budget Proposal and the May Revision.
</html:p>
<html:p>
(d)
<html:span class="EnSpace"/>
Review major changes to the state budget for potential impacts on children and families within 90 days of the enactment of the annual Budget Act.
</html:p>
<html:p>
(e)
<html:span class="EnSpace"/>
Analyze pending legislation for impacts on children upon request of the council chairs, the Governor, the Speaker of the Assembly, or the President pro Tempore of the Senate, or by majority vote of the council.
</html:p>
<html:p>
(f)
<html:span class="EnSpace"/>
Identify state programs or administrative processes that can be modified to reduce barriers to access and improve equity for children and families.
</html:p>
<html:p>
(g)
<html:span class="EnSpace"/>
Hold at least four regional public hearings, including hearings during nontraditional hours to maximize participation by working families.
</html:p>
<html:p>
(h)
<html:span class="EnSpace"/>
(1)
<html:span class="EnSpace"/>
Submit all of the following reports to the Legislature:
</html:p>
<html:p>
(A)
<html:span class="EnSpace"/>
An initial report by July 1, 2027.
</html:p>
<html:p>
(B)
<html:span class="EnSpace"/>
Comprehensive recommendations by January 1, 2028.
</html:p>
<html:p>
(C)
<html:span class="EnSpace"/>
A progress report every two years, beginning July 1, 2029.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
A report to be submitted pursuant to paragraph (1) shall be submitted in compliance with Section 9795 of the Government Code.
