                        <html:p>Existing law, the Dental Practice Act, provides for the licensure and regulation of dental hygienists by the Dental Hygiene Board of California. Existing law requires the board to license as a registered dental hygienist a person who satisfies specified requirements, including completion of a prescribed education program, satisfactory completion of an examination in California law and ethics, and satisfactory performance, within the preceding 3 years, of the dental hygiene examination given by the Western Regional Examining Board or any other clinical or dental hygiene examination approved by the board.</html:p>
                        <html:p>This bill would authorize the board to license as a registered dental hygienist an applicant who has earned a degree from a nonaccredited dental school if that degree is equivalent to a doctor of dental surgery or doctor of dental medicine degree,
                as specified. The bill would require, as a condition of licensure, an applicant to meet certain requirements, including, among other things, submission of verification of the above-described equivalence, as specified, satisfactory completion of specified examinations, and satisfactory completion of certain coursework, including, among other things, a 2-unit Dental Practice Act course approved by the Dental Board of California, within the 3 years preceding application.</html:p>

                                                        <html:p>The dental hygiene board may grant a license as a registered dental hygienist to an applicant who has earned a degree from a nonaccredited dental school equivalent to a doctor of dental surgery or doctor of dental medicine if they meet the following requirements within the preceding three years:</html:p>
                                                        <html:p>
                                                                (a)
                                                                <html:span class="EnSpace"/>
                                                                Submission of verification from Educational Credential Evaluators confirming the academic equivalence of the applicant’s dental degree to a doctor of dental surgery or doctor of dental medicine degree from a program accredited by the Commission on Dental Accreditation.
                                                        </html:p>

                                                                (b)
                                                                <html:span class="EnSpace"/>
                                                                Satisfactory completion of the following examinations:
                                                        </html:p>
                                                        <html:p>
                                                                (1)
                                                                <html:span class="EnSpace"/>
                                                                A dental
                                  hygiene examination or dental examination, either of which are given by the Western Regional Examining Board or the American Board of Dental Examiners, or any other clinical or dental hygiene examination approved by the dental board.
                                                        </html:p>

                                                                (2)
                                                                <html:span class="EnSpace"/>
                                                                The National Board Dental Hygiene Examination or the Integrated National Board Dental Examination.
                                                        </html:p>
                                                        <html:p>
                                                                (3)
                                                                <html:span class="EnSpace"/>
                                                                The examination in California law and ethics as prescribed by the dental hygiene board.
                                                        </html:p>

                                                                (c)
                                                                <html:span class="EnSpace"/>
                                                                Satisfactory completion of the following coursework:
                                                        </html:p>
                                                        <html:p>
                                                                (1)
                                                                <html:span class="EnSpace"/>
                                                                A two-unit Dental Practice Act course approved by the dental board.
                                                        </html:p>
                                                        <html:p>
                                                                (2)
                                                                <html:span class="EnSpace"/>
                                                                An eight-unit infection control course approved by the dental board.
                                                        </html:p>
                                                        <html:p>
                                                                (3)
                                                                <html:span class="EnSpace"/>
                                                                Instruction in the following, approved by the dental hygiene board:
                                                        </html:p>
                                                        <html:p>
                                                                (A)
                                                                <html:span class="EnSpace"/>
                                                                Gingival soft-tissue curettage.
                                                        </html:p>
                                                        <html:p>
                                                                (B)
                                                                <html:span class="EnSpace"/>
                                                                Nitrous oxide-oxygen analgesia.
                                                        </html:p>
                                                        <html:p>
                                                                (C)
                                                                <html:span class="EnSpace"/>
                                                                Local anesthesia.
                                                        </html:p>
                                                        <html:p>
                                                                (4)
                                                                <html:span class="EnSpace"/>
                                                                Current, valid certification in basic life support offered by a course consistent with Section 1016, 1016.2, or 1017 of Title 16 of the California Code of Regulations.
                                                        </html:p>

                                                                (d)
                                                                <html:span class="EnSpace"/>
                                                                Submission of a completed application form and all fees required by the dental hygiene board.
