<html:p>Existing law establishes the Department of Consumer Affairs and requires boards within the department to license and regulate various professions and vocations. Existing law provides that the Legislature finds and declares that unlicensed activity in the professions and vocations regulated by the department is a threat to the health, welfare, and safety of the people of the State of California. </html:p>
<html:p>This bill would make a nonsubstantive change to that provision.</html:p>

<html:p>The Legislature finds and declares that:</html:p>
<html:p>
(a)
<html:span class="EnSpace"/>
Unlicensed activity in any of the professions and vocations regulated by the Department of Consumer Affairs is a threat to the health, welfare, and safety of the people of the State of California.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
The law enforcement agencies of the state should have sufficient, effective, and responsible means available to enforce the licensing laws of the state.
</html:p>
<html:p>
(c)
<html:span class="EnSpace"/>
The criminal sanction for unlicensed activity should be swift, effective, appropriate, and create a strong incentive to obtain a license.
