<html:p>A person shall not maintain or operate, in or upon the navigable waters of any lake, reservoir, or fresh water impoundment of this state, a vessel that is equipped with a toilet unless the toilet is sealed or otherwise rendered inoperable or designed
so that no human excreta can be discharged into the waters.</html:p>
