<html:p>Existing law establishes the California Community Colleges, under the administration of the Board of Governors of the California Community Colleges, as one of the segments of public postsecondary education in this state. Existing law establishes community college districts throughout the state, and authorizes them to provide instruction to students at community college campuses. One of these districts is the Cerritos Community College District.</html:p>
<html:p> Existing law establishes the California College Promise, under the administration of the Chancellor of the California Community Colleges, to provide funding, upon appropriation by the Legislature, to each community college meeting prescribed requirements. Existing law authorizes a community college to use that funding to waive some or all of the fees for 2 academic years for certain first-time students at
the college.</html:p>
<html:p>Existing law authorizes the governing board of a community college district to enter into a College and Career Access Pathways (CCAP) partnership with the governing board of a school district, a county office of education, or the governing body of a charter school for the purpose of offering or expanding dual enrollment opportunities for pupils who may not already be college bound or who are underrepresented in higher education, as provided.</html:p>
<html:p>This bill, until January 1, 2032, would authorize the governing board of the Cerritos Community College District to enter into a data sharing agreement with the governing board of a school district, county office of education, or charter school that partners with the district under the California College Promise or the College and Career Access Pathways Program to ensure that pupils have seamless and streamlined access from high school to community college with an active
and ready-to-enroll student record, as specified. The bill would require the data to be shared under the agreement on a form developed by the chancellor, and populated by the chancellor with certain data from statewide data systems. The bill would require, on or before January 1, 2031, the chancellor to submit a report to the Legislature on the effectiveness of the program, as specified.</html:p>
<html:p>This bill would make legislative findings and declarations as to the necessity of a special statute for the Cerritos Community College District.</html:p>

(a)
<html:span class="EnSpace"/>
As used in this section, the following definitions apply:
</html:p>
<html:p>
(1)
<html:span class="EnSpace"/>
“Chancellor” means the Chancellor of the California Community Colleges.
</html:p>
<html:p>
(2)
<html:span class="EnSpace"/>
“District” means the Cerritos Community College District.
</html:p>
<html:p>
(3)
<html:span class="EnSpace"/>
“Partnering local educational agency” means a school district, county office of education, or school district that meets both of the following:
</html:p>
<html:p>
(A)
<html:span class="EnSpace"/>
Has a partnership with the district as authorized under Section 76004 or 76396.2.
</html:p>
<html:p>
(B)
<html:span class="EnSpace"/>
Is geographically located within the service area of the
district.
</html:p>
<html:p>
(b)
<html:span class="EnSpace"/>
The governing board of the district may enter into a seamless access to community college data sharing agreement with the governing board of a partnering local educational agency for the purpose of ensuring that pupils have seamless and streamlined access from high school to the district with an active and ready-to-enroll student record, without first being required to enroll or register for courses offered by the district.

(c)
<html:span class="EnSpace"/>
An agreement entered into pursuant to subdivision (b) shall be approved by the governing boards of the district and the partnering local educational agency in a public meeting held by each party consistent with Chapter 9 (commencing with Section 54950) of Part 1 of Division 2 of Title 5 of the Government Code.

(d)
<html:span class="EnSpace"/>
Information shared under an agreement entered into pursuant to
subdivision (b) shall be provided on a form developed by the chancellor pursuant to subdivision (e), and shall be provided in compliance with all applicable state and federal privacy laws.
</html:p>

(e)
<html:span class="EnSpace"/>
For each agreement approved as described in subdivision (c), the chancellor shall, in consultation with the district, develop a seamless access to community college data sharing form, and shall populate this form with sufficient data as is needed from statewide data systems, including, but not limited to, the OpenCCC Student Account and CCCApply Application.

On or before January 1, 2031, the chancellor shall submit a report to the Legislature on the effectiveness of this section in accomplishing the purpose described in subdivision (b).

(2)
<html:span class="EnSpace"/>
A report submitted pursuant to paragraph (1) shall be
submitted pursuant to Section 9795 of the Government Code.

(g)

This section shall remain in effect only until January 1, 2032, and as of that date is repealed.

<ns0:Num>SEC. 2.</ns0:Num>
<ns0:Content>
<html:p>The Legislature finds and declares that a special statute is necessary and that a general statute cannot be made applicable within the meaning of Section 16 of Article IV of the California Constitution because of the unique circumstances concerning the Cerritos Community College District, in that it serves a uniquely concentrated population of first-generation college students, operates an integrated college-going partnership with all high schools maintained by the district, and has developed a comprehensive onboarding and student success framework that enables the implementation and evaluation of an automatic registration pilot program in a manner not currently feasible statewide.</html:p>
